The Midwest, where automakers and manufacturing industries abound, showed the least ambitious hiring plans in the nation. And manufacturing hiring in general appears low, according to the Institute for Supply Management's 2008 forecast.

The National Federation of Independent Businesses said that only 11% of small businesses plan on hiring in the next three months. Reasons for the hiring slowdown relate to low business activity and sales.
