Director of the Office of Research and Sponsored Projects

Duties: Serves as the second most senior member of the Projects leadership team, and is the primary leader responsible for day-to-day operations. Reporting to the Associate Vice President (AVP) for Research-Sponsored Projects with the University Office of Research, will plan and direct Project functions relating to the seamless submission of proposals, the seamless negotiation and compliant management of awards, and other documents for sponsored research, education and other activities. Provide vision and leadership for efficient and effective operations. Organize and direct continuous improvement planning and execution. Analyze processes and develop recommendations for improving workflow, quality, and timeliness of proposal submission, agreement negotiation, and other office functions. Create and inspire a positive work environment that embodies Project's core values and supports Project's vision and mission. Lead committees and meetings within Project and with other U-M units as designated by the Associate Vice President for Research-Sponsored Projects. Oversee the planning and allocation of departmental fiscal, human and physical resources. Oversee the development and conduct of staff training. Oversee the development and conduct of communications. Oversee development and conduct of data and reporting initiatives, including metrics to ensure timely processing of sponsored project actions and equitable workload distribution. Supervise and manage Associate Directors to ensure professional development and advancement opportunities and the delivery of high quality service in support of the mission of Project. Supervise and manage the day-to-day operations of the Government and Private Sponsors Teams, in coordination with Managing Project Representatives, to ensure the delivery of high quality, seamless customer service. Exercise signature authority on internal and external documents as designated by the Chief Financial Officer. Advise staff as needed on drafting, reviewing, revising and negotiating complex grants, contracts and other legal documents. Support the AVP-Sponsored Projects in providing vision and university-wide leadership in ensuring compliance with U-M administrative policies and procedures, and reporting and approval processes for sponsored projects (e.g., intellectual property, economic development, conflict of interest, export control, relationships with industry, foundations and other organizations). Serve as an liaison to various internal U-M compliance committees, e.g., Institutional Review Board, University Committee on the Care and Use of Animals, Institutional Biosafety Committee, Export Controls Office, Research Compliance Advisory Committee. Maintain currency in regulatory, legal and policy issues relating to sponsored project management. Assist the AVP-Sponsored Projects in identify and communicating emerging trends that may affect the conduct of research. Work with the AVP-Sponsored Programs to develop appropriate new policies and procedures to address changes in sponsor requirements and regulations that affect research administration. Serve as a back-up to the AVP-Sponsored Projects in representing ORSP and facilitating interactions with other U-M units (e.g., Sponsored Programs, Procurement, Contract Administration, Business Engagement Center, Development, Human Resources, General Counsel, Technology Transfer, Risk Management). Serve as an ORSP representative on the Research Administration Advisory Council Executive Committee (RAAC-EC) and RAAC. As directed by the Associate Vice President for Research-Sponsored Projects, represent the University in meetings, conferences, and seminars on all facets of administration of sponsored activity at local, regional and national professional meetings as necessary (e.g., FDP, COGR, NCURA, SRA International).
