Human Resources Director
Duties: Performs complex human resources duties requiring extensive knowledge of federal and state employment laws and regulations, as well as the rules, regulations, practices, procedures, and Board policies of the Consolidated Schools. Directs all functions of Human Resources including but not limited to, matters relating the Family Medical Leave Act (FMLA), Consolidated Omnibus Budget Reconciliations Act (COBRA), Americans with Disabilities Act (ADA), employee benefit enrollment and administration, Michigan certification and tenure, employment, negotiations, records management, applications management, legal issues and governmental reporting. Provides consultations, advice and strategies to school administrators regarding recruitment, hiring, training, performance appraisal, discipline, and separation of staff, both certified and non-certified. Maintains and administers personnel leave of absences and/or reasonable accommodation requests while ensuring compliance with FMLA, ADA, and provisions within collective bargaining agreements. Responsible for all staffing functions including posting, recruiting, screening, qualifying and recommending candidates for positions. Continuously reviews and updates HR procedures and policies to maximize efficiency of the department. Ensures District compliance with federal, state, and local regulations surrounding human resources in public education. Leads negotiations of labor contracts will all collective bargaining units. Assumes the responsibility of interpreting, in consultation with other administrators, all labor contracts when questions arise. Manages District responses to grievances by collective bargaining units, including but not limited to, meetings, and written responses regarding the position of the District. Acts as District Freedom of Information Act (FOIA) Coordinator and responds to requests in a timely manner. Prepares and implements a budget for the Human Resources Department. Responsible for administration of Workers’ Compensation Program and provides timely responses to the Unemployment Insurance Agency (UIA). Adheres to District rules and procedures. Conducts behavior to demonstrate collegiality and professionalism. Regular predictable attendance. Regular predictable attendance at Board of Education meetings.
