You will be key member of a team responsible for facilitating business with the U.S. Government by enabling the company’s compliance with Cost Accounting Standards (CAS). This includes regular interface with a broad finance network at all levels and organizations within the company as well as direct interaction with government oversight agency representatives. The successful individual will be working in a dynamic environment, this team partners with the business to optimize strategies maximizing cost recovery while demonstrating an unwavering commitment to compliance. The Federal Compliance Manager serves as a company subject matter expert in the CAS, Federal Acquisition Regulations (FAR) Parts 30 and 31, and related sections of the Defense Federal Acquisition Regulations Supplement (DFARS). Along with this technical expertise, the successful candidate displays strong personal leadership, critical thinking skills, and business acumen. This position will oversee responses to DCAA Audit Reports concerning incurred costs, contract compliance, CAS, Disclosure Statements, assist in the preparation of Forwarding Pricing Rate Proposals and support DCAA/DCMA audits of rates and the adequacy of Business System internal controls. The successful individual may draft new or revised CAS Disclosure Statements and prepare cost impact proposals for accounting changes. The individual may assist in monitoring actual versus proposed indirect rates. The presentation of training materials to help assure that the overall staff is knowledgeable of FAR and CAS compliance regulations is anticipated.Participation in internal audits of compliance areas as directed is anticipated.
Principal Duties and Responsibilities (Essential Functions**)
Interfaces with DCAA, ACO, DCMA and pertinent Contracting Officers and other auditors in support of government audits, issue resolution and final agreements. Consults with and advises upper management on government compliance issues relative to FAR, CAS, and GAAP by researching issues and making sound recommendations. Monitors Federal regulations for updates that will impact the business Prepares formal responses to audit findings, new or revised CAS Disclosure Statements and associated cost impact proposals. Prepares presentations to senior management, the ACO, DCAA, and DCMA concerning the IAP position regarding costs questioned or significant deficiencies alleged by the DCAA. Prepares Forward Pricing Rate Proposals and the final Incurred Cost Submissions that result in provisional billing, forward pricing, and final overhead and G & A rates. Provides advice regarding the allowable or unallowable nature of specific costs and helps to assure that final incurred cost proposals are appropriately screened to eliminate unallowable costs. Monitors/reviews all indirect rates to assess whether changes to provisional billing or forward pricing rates are needed.
Qualifications & Skills:
Bachelor’s degree or equivalent education and experience. Typically with 8 years related experience Master’s degree or 6 years related experience with a PHD. Thorough knowledge of Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR). Demonstrated level of success in the development of operations and compliance Experience in interfacing/liaising with or working for the DCAA is required. Advanced knowledge and mastery of features of MS Excel, Access, Word and Powerpoint are needed, as well as familiarity with SAP Strong strategic, analytical skills. Strong communication skills including the ability to articulate goals Experience managing others; ability to work cross functionality and ability to influence peers and other constituents. Prior experience maintaining strict levels of confidentiality concerning employee information. Ability to obtain a Secret security clearance
