Job Description

SCOPE:

The Operations Officer is responsible for the oversight and operational performance of the Operations Center of an on-site residential facility. Functions as the liaison with other leads and any other onsite vendors. This position is responsible for monitoring all Operations Center and site activities, staff management and assignments. They ensure contractual requirements and client expectations are met at the on-site residential facility. Reports to the Operations Manager.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHSi is recognized.

This position is for the day shift, 6AM - 6:30PM

PROFILE:

Comprehensive Health Services Inc. (CHSi) is assisting in the humanitarian crisis caused by Hurricane Harvey by supporting a disaster relief shelter in Port Arthur, TX. This shelter will house a large number of evacuees who have been displaced by Hurricane Harvey and subsequent flooding.

DUTIES AND RESPONSIBILITIES:

Responsible for the monitoring pf Operation Center and site activities 24/7

Assures appropriate operational steps are being followed & resources within the department are used effectively and efficiently

Manages department performance, customer service, within contractual requirements

Manages communications flow with onsite contractual partners

Manages the daily activities, which include administration, financial reports development, data collection and ensuring/monitoring contract performance

Ensures compliance with policies and procedures, state, and federal regulations

Coordinates, designs, and implements internal financial and data reporting systems and management information systems

Develops and implements systems to maintain records on employees, equipment inventories, and compliance activities

Assures all vehicle logs are complete and assists in driving when needed

Coordinates the preparation of reports of disbursements, special analyses, and information reports for management; presents recommendations for changes and/or improvements, monetary control, and adherence to budgets

Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient and safe operation of the unit

Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals

Represents the organization at various community and/or business meetings; promotes existing and new programs and/or policies

Performs miscellaneous job-related duties as assigned

Establishes a professional working relationship with onsite client representatives

Travel required as determined by contract requirements

Other duties as assigned

Required Skills

QUALIFICATIONS:

Bachelor’s degree in Business Administration or related field with 2 years of management experience, or High School Diploma with 6 years of relevant experience

Minimum of two years of experience supervising or managing teams

Must demonstrate experience training and leading others and adapting to diverse situations

Must have the ability to resolve unforeseen problems with little or no direction from Operations Director

Valid U.S. Driver’s License

Flexibility and willingness to travel as needed

Excellent presentation skills as well as oral and written communication skills

Proficiency with computer, common office equipment, and MS Office products

Ability to create and implement processes

Immediate, last-minute travel within the U.S. may be required if located outside of shelter location.

Clean criminal background check

This is a day shift position with working hours from 6:00am to 6:30pm

Flexibility is required due to potential shift changes based on operational needs and/or command priorities.

PREFERRED QUALIFICATIONS:

Knowledge of government property, shipping, packaging, and logistical operations

Bi-lingual skills are preferred (English/Spanish)

2 years of operations experience

Required Experience

PHYSICAL REQUIREMENTS:

May require bending, stooping and lifting up to 15 lbs

Visual acuity required to complete paperwork and computer work

Able to communicate verbally and listen for constant surveillance of staff activities

Able to withstand changing environmental conditions with weather (rain, lightning, and winds)
