Manages 24/7 Operations Center support for assigned program.  Serves as the primary point of contact for collecting, synthesizing and reporting operational management information.  Provides total, up to date, operational awareness of all program task orders world-wide.  Maintains uninterrupted communications with field locations and provides senior leadership continuous situational awareness of all operational activities world-wide.

Principal Accountabilities

(Typical duties include the following, although specific duties vary by assignment or contract.)

Design, implement, and maintain strategy and execute programs for Continuous Improvement, Quality Assurance, Environmental Health & Safety, and Risk Management, leveraging Best Practices, ensuring system compliance with applicable regulatory requirements and customer or contract specifications, and driving industry best-in-class capability

Consult and counsel with program and functional leaders to understand business needs and key metrics, prioritize projects, and provide solid results in order to maximize customer satisfaction and financial results. Influence all levels of leadership to embrace performance excellence and continuous improvement as a part of their job with relentless focus on delighting the customer

Direct the evaluation of root cause analysis, systemic corrective actions, and process control monitoring;  implement preventive corrective action or mitigation programs and incorporate lessons learned into future plans

Define performance metrics and implement effective reporting capability, tracking progress against goals & objectives for all functions

Develop procedures unique to assigned program processes and requirements, ensuring compliance, harmony, and consistency with corporate policies, procedures, and certifications

Provides management, guidance, and control for the efficient utilization of operations center resources performing 24/7 duties.

Acts as the operations point-of-contact for both the customer and DynCorp International personnel operating at forward locations.

Manages the development of operational briefings for the PMO.  Obtains and develops all operational data and information and synthesizes into Management Information Requirements (MIR) for senior program leadership to use as decision making tools.

Executes and facilitates all operational briefings.  Responsible for the accuracy and timely receipt and reporting of all operational data across all functional disciplines.

Ensures compliance with all company and program policies, procedures, and other practices set forth by upper management directives.  Tracks status and advises senior leadership in non-compliant areas and provides recommendations regarding achieving compliance.

Provides direct support to the Program Manager and field sites located worldwide.  Develops courses of action for immediate problem resolution.

Coordinates with subcontractors as required for purchase and delivery of materials and equipment required to support contract operations.

Provides timely, accurate reporting to upper management and contract representative as required; must be able to efficiently task operations center staff to satisfy all reporting requirements.

Responds to requests for information (RFI) from field sites.

Supervises the operations center staff in the maintenance and updating of information site to include archiving of all applicable files, logs, and other data sources.

Initiates immediate action in the event of emergency situations; provides timely notification to applicable management personnel.

Controls access to the Operations Center and secure room; reports all violations through the established channels.

Performs other duties as assigned.

Knowledge & Skills

Prior military experience (Petty Officer E-6 or higher).

Must be able to obtain and maintain a security clearance.

Must possess strong analytical and organizational skills to respond to multiple work assignments.

Excellent writing, communication, leadership and interpersonal skills.

Demonstrative proficiency in Microsoft applications.

Additional knowledge/skills may be required by assignment or contract.

Experience & Education

Associate's degree in a technical discipline required, Bachelor’s degree preferred.  Two (2) years in related field can be substituted for each year of the two (2) years of college.

Eight (8) years’ experience in military tactical/operational environment.

Progressively responsible experience with significant direct responsibility for Quality, Safety, Risk, Project Management and Continuous Improvement

Previous experience in military intelligence or communications related field is a plus.

Additional experience/education may be required by assignment or contract.
