Participates in reviews, audits, and assists in overseeing and maintaining the management systems for Process Safety Management (PSM), Risk Management Plan (RMP) and other applicable federal and state specific process safety and environmental programs including PHMSA (Pipeline and Hazardous Material Safety Administration).

Conducts audits and recommends revisions to the Process Safety, Risk Management, Refinery Safety and DOT P/L programs where applicable.

Participates and supports the PSM Committees and encourages timely completion of requirements consistent with site procedures.

Maintains and analyzes incident statistics to determine where prevention efforts need to be directed, then prescribes changes in existing programs to meet the needs identified.

Actively participates in and facilitates (at times) incident investigations at the site.

Leads and participates in the development and execution of the sites ICP (Integrated Contingency Plan).

Provides leadership and guidance for federal and state PSM and RMP, PHMSA, VPP and Safety elements to ensure compliance with the elements and consistency throughout the refinery.

Acts as liaison for any interface required with OSHA, EPA RMP, and PHMSA agencies.

Provides technical expertise, guidance, and assistance to reduce risk and for safe and reliable facilities and operations utilizing the CTEMS Risk Matrix.

Evaluates site events and operational results and then responds with Valero policies, procedures revisions and training recommendations per PSM regulations.

Provides gate keeping and stewardship reporting of the refinery-wide incident management database.

Leads and participates in circuit PSM compliance audits. Reviews ongoing program elements to ensure that they are being followed and any required documentation is properly updated and filed.

Provides evaluations of on-going PSM programs to management as required.

Monitors Regulatory changes, publicly available information, and significant incident at other refineries/chemical plants. Communicates appropriate information to management.

Ensures that corrective actions stemming from investigations and various audits, including but not limited to Corporate HSE audits, Insurance Audits, and DOT P/L audits are properly scheduled and implemented in a timely manner.

Ensures agency reporting and permitting requirements are fulfilled for PSM, RMP, and other applicable federal and state specific process safety programs including PHMSA.

Evaluates loss of containment events and support American Petroleum Institute (API) Process Safety Events (PSE) recordkeeping and reporting.

Provides guidance on applicable API Recommended Practices for site.','!*!

Bachelor of Science degree (or higher) in engineering required.

Two years of engineering experience in a refinery or petrochemical environment required.

Practical and working knowledge of the OSHA, PSM and EPA RMP regulations required.

Experience using Microsoft Office programs (i.e., Word and Excel) required. Position level and salary will be commensurate with qualifications and experience.

The Bill Greehey refineries complex in Corpus Christi, Texas, is two plants. Valero commissioned the grass-roots Corpus Christi refinery in 1983, now referred to as the West plant. This facility is considered one of the most complex refineries in the world and specializes in the production of environmentally clean fuels and products, primarily RFG and ultra-low-sulfur diesel. In 2001, Valero acquired a 115,000 barrels-per-day (BPD) refinery, now referred to as the East plant, located less than a mile from the flagship refinery in Corpus Christi. This facility is capable of processing heavy, high-sulfur crude oil into light products, asphalt and petroleum coke. Combined, the East and West plant facilities have a total feedstock throughput capacity of about 370,000 BPD.
