The Project Manager Customs plays an integral rolein the implementation of Staples Brands Group import trade policies andprocedures. You will be involved with import product from time of SKU creationto delivery at the warehouse. This includes classifications, regulatory checks,Customs entry, Importer Security Filings and executing the C-TPAT program. The ProjectManager Customsmust haveextensive knowledge of Government regulations to make compliant businessdecisions in a fast paced environment. This position has substantialinvolvement with cross functional areas such as Legal, Product Development/Sourcing, International Logistics, Supply Chain along with direct involvementwith Government agencies.
Primary Duties and Responsibilities: Time%
Oversee import operations to ensure timely and accurate Customs clearance. Monitor shipping documentation and key EDI messages for all shipments including those with higher complexity such as First Sale and/or through our Export Distribution Centers. Monitor and resolve Customs and other Government agency exams. 20 Responsible for Customs classifications covering over $785M in COGSs, ensuring compliance with the Harmonized Tariff System. Provide pre-class and/or product line review with Product Development/Sourcing teams to ensure correct and timely classification for Customs entry and internal costing of merchandise. Build and maintain product dictionary for customs brokers. Write and submit binding rulings to Customs\u2019 agencies. Support Export Compliance Department as necessary. 20 Provide technical expertise to Staples associates on trade compliance. Develop recommendations for business decisions. Provide in-house as well as with external business partner training to educate on trade compliance. 15 Oversee execution of C-TPAT security program. Engage key cross functional areas within Staples as well as external business partners to provide appropriate training with goal of ensuring all stages of supply chain are secure. Schedule and coordinate C-TPAT security audits of factories. Develop and implement Corrective Action Plans. Support maintenance of the C-TPAT Security Profile. 10 Manage Importer Security Filings (ISF/ 10 2) for the United States. Resolve discrepancies in data elements prior to cargo loading on vessel. Review and analyze ISF report and communicate improvement plan. 10 Monitor regulatory changes and communicate to appropriate Staples\u2019 associates. Ensure Government requirements are met for imports (licenses, certificates, documentation, etc.). Research regulations to evaluate impact. 10 Analyze Customs broker and logistics provider performance to ensure Staples is meeting both Customs compliance requirements and on time delivery of import shipments. Develop and implement appropriate compliance KPI\u2019s to both support and enable corporate goals of on time delivery and verifiable trade compliance metrics. 10 Maintain continuous training to keep current with changing regulatory policies. This may include attending seminars, webinars, conferences and reading trade publications. 5
Essential Skills Required:
Strong knowledge of Customs and other government agency regulations. Must be able to effectively communicate regulations to all associate levels in order to ensure compliant entry of Staples\u2019 product. Strong knowledge of Harmonized Tariff Schedule, customs entry process and C-TPAT security program. Ability to make compliant business decisions in a fast paced environment. Must have strong sense of urgency and be able to balance workload effectively. Must possess strong attention to detail. Strong analytical, organizational and problem solving skills. Demonstrate strength in both verbal and written communication skills and interpersonal relationship management with Staples customers, service providers and government agencies. Problem resolution- Proven ability to proactively identify compliance and overall business issues and provide results or completed action plans/ resolutions.
