ManTech is seeking Public Outreach Specialist to serve on a multi-disciplinary team in support of DoD and Navy environmental communication, stakeholder engagement, and public involvement programs. The position requires an understanding of regulatory requirements and best practices for public involvement and communication associated with sensitive or controversial environmental issues, environmental impact analyses, encroachment management, and other issues.

Plan, design, execute, and evaluate public outreach strategies to inform and educate the general public, tribes, and stakeholders, such as potentially impacted communities, government officials, nongovernmental organizations, and civilian and military service members.
Write, edit, and review key messages, talking points, frequently asked questions and answers, newsletters, fact sheets, news releases, website content, scripts, brochures, briefing data, and other public communication products as needed.
Support and develop innovative solutions to public outreach needs. Participate and support outreach strategy, risk communication, and other customer meetings as required. Coordinate logistics and participate in public meetings and other events (travel may be requested).
Support the development of publicly understandable environmental documents and studies in compliance with NEPA.
Support the Public Outreach Director with program management tasks, such as budget tracking, monthly reporting, and schedule development and tracking.
Monitor news and other information streams to maintain strategic awareness of public interest in regards to Navy customer.
Contribute to and, as appropriate, manage special projects or studies, including reports, exhibits, and events.
Demonstrate ability to participate as a team member, including understanding personal and team roles; contributing to a positive working environment by building solid relationships with team members; proactively seeking guidance, clarification, and feedback when needed.
The candidate must have, at minimum, Bachelor’s degree in public affairs, communication, environmental science, or related discipline; a minimum of 10 years of experience; at least 5 years working public outreach efforts for the DoD is desired. Demonstrated ability to manage projects.
Other Skills Required: This position requires demonstrated initiative, teamwork, sound judgment, effective decision-making, good customer relations abilities, and excellent oral and written communication skills. Experience with Microsoft Office products.
