Bering Straits Information Technology (BSIT) is currently looking for a Senior Logistics Analyst in Columbus, Ohio. The position is assigned to provide support services in accordance with the contract Performance Work Statement (PWS). The Logistician IV serves as a primary Team representative to the customer. ESSENTIAL DUTIES & RESPONSIBILITIES:
The Logistician IV duties and responsibilities include the following specific functions, in addition to the requirements in the PWS. These duties include (but are not limited to): Evaluation of systems, programs, operations, functions and organizations.
Analysis of productivity, efficiency and strategy.
Knowledge of logistic principles, processes, and programs.
Analysis of program developments and execution.
Planning, research, studies, evaluations, reviews, reports and briefings.
The Logistician IV’s responsibility includes ensuring all goals and metrics are met or exceeded and that all products provided to the customer are of the highest possible quality. The Logistician IV serves as the primary interface with the supported customer. This includes working with the customer to manage task orders, which would include recommending and reviewing changes to task orders. The Logistician IV is responsible for documenting efforts and maintaining appropriate records for auditing purposes. This may require the computation of data and the preparation of briefings.
Data mining and then data manipulation, including the gathering of data from various DoD databases is critical to success. Strong analytical skills and the ability to make data driven recommendations are also important attributes.
The Logistician IV must have knowledge and experience in the use of all Microsoft Office programs (Access, Word, Excel, PowerPoint), and Microsoft Project. Advanced skills in Excel are a requirement as well as the ability to write code for queries that might be too large to run in Excel or Access environments.
The Logistician IV shall provide the required services through performance at the DSCC site. The Logistician IV may also on occasion be asked to provide services at a separate corporate location and other government facilities.
Specific Requirements:
The Logistician IV specific requirements include the following functions, in addition to the requirements in the PWS. These duties include (but are not limited to):
Strategic Advisory Services:
Services include vision, mission and execution planning for strategic related acquisitions and procurement of strategically identified programs or projects and the overall framework and concept for managing various strategic initiatives.
Data and Analytical Support:
This analytical support includes the following:
Spend Data Support:
Collect and provide customer purchasing activity data that provides accurate and increased visibility into procurement details such as Who, What, when, Where and How procurements are made.
Spend Analysis Support:
Collect accurate and reliable customer spend data and analyze to identify trends and patterns in purchasing behavior at various levels. Identify opportunities for leveraging spend between one or multiple ordering activity and suppliers, and use the most appropriate criteria for identifying and selecting sourcing opportunities. Estimate customer activity that is not clearly visible, such as activity within multi-tiered distribution channels for a particular product or service description. Condense, extrapolate, and interpret procurement data and provide spend information that can be used to develop Project Planning and Production recommendations.
Special Studies and Analysis:
Provide subject matter expertise to prepare special reports, studies, analyses, and briefing papers on various
topics related to Project Planning and Production initiatives.
Program Management Support:
These services will support any or all of the following activities related to Project Planning and Production initiatives:
Overall Program Governance and Management:
Provide oversight for all program activities including individual teams and overall program goals and objectives. Manage all timelines, deliverables, quality assurance, and communications to ensure success of the project.
Business Process Improvement Planning:
Assess existing business processes, identify areas for improvement, develop a business case, and develop a plan for implementing changes.
Communications Strategy, Planning, and Execution:
Identify existing stakeholders, understand program specific communication requirements, identify appropriate communication channels and vehicles, develop communication materials, and track and monitor communication effectiveness.
Electronic Procurement Tools Planning and Management:
Identify specific electronic procurement tool requirements associated with the overall program or a specific commodity team.
Performance and Compliance Management:
Develop and execute plans for monitoring supplier performance and internal compliance. This includes activities such as defining metrics and milestones, goals, required data and data capture processes, and evaluation tools.
Commodity Procurement Strategy Development, Execution and Management:
Provide guidance to develop procurement strategies as they pertain to certain program/projects of particular services or commodities, including support to develop a Business Case Analysis for specific opportunities. This includes any or all of the following activities related to identified Project Planning and Production initiatives:
Commodity Profiling:
Provide support to assist the customer develop a thorough understanding of the commodity being procured including
spend profile, demand and requirements analysis, total cost of ownership, business process and policies.
Market Profiling:
Provide support to assist the customer develop a thorough understanding of the market for the commodity. This includes cost and profit information, cost drivers, market vulnerabilities, forecast for the industry and other pertinent information as deemed appropriate by the customer.
Strategy Development:
Provide support to assist the customer develop an acquisition and procurement strategy. This includes a business case analysis with “As Is” and “To Be” business process maps, estimated savings with metrics and performance measures to track the progress and success of the commodity team.
Facilitation of Strategy Execution:
Provide support to assist the customer to implement the approved acquisition and procurement strategy. This involves a requirements analysis, RFP/RFQ development; supplier outreach, training, technology enablement, and support to the execution team during the negotiation and award process for specific opportunities.
Performance Management:
Assist the customer to establish and manage performance management plans including developing performance metrics and monitoring programs and projects against identified criteria and metrics to ensure that objectives and milestones are being achieved. Assist customer to put in place appropriate tools, policies, and change management strategies to ensure that the organization is aligned to realize identified opportunities.
Performance Metrics:
Acceptable performance is the processing of 25 of the above analytical actions (per person) each month. Performance metrics will begin 30 days after all required system access is obtained and all required training is completed.Performance measurements are typical of those used to assess Government personnel performing similar duties. These measurements (metrics) are contained in the PWS.
In addition to assessing the Logistician IV’s individual goals, the contributions of the individual to overall team goals will also be assessed. Contributions to the team would include things like, training and assessing fellow team members, finding ways to save time and improve the work process or increasing the team’s ability to support the government customer.
The Logistician IV is required to exhibit discretion and exercise independent judgment in the accomplishment of all work assignments. This requirement reflects the non-routine nature of work assignment actions

Job Requirements :
Required:
An undergraduate degree from an accredited university or college is preferred. Must have a minimum of eight years as an analyst, advisor, or technical specialist in logistics disciplines.
Knowledge, Skills and Abilities:
Operate autonomously under broad general guidelines.
Understand and resolve acquisition issues.
Managerial skills necessary to shift resources to meet customer requirements.
Understand corporate and customer policies, procedures and requirements in order to give technical and administrative guidance and direction.
Ability to create effective operational, pricing and internal marketing strategies.
Identify and resolve complex logistical and procurement issues.
Meet customer requirements by accomplishing monthly goals and metrics.
Full knowledge of and capability in the use of government data systems and Microsoft Office automated applications to include advanced Excel skills and MS Project skills.
Ability to create effective operational, pricing and internal marketing strategies.
Ability to perform effective workflow management in a high demand environment.
Evaluate current processes and recommend improvements.
DoD or Industry experience in Logistics Support or Procurement Management.
DoD or Industry experience with related commodity.
Ability to interpret procurement and supply related regulatory procedures.
Ability to collect and analyze data.
Must be able to obtain and retain the appropriate government security clearance.

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system.
