Bering Straits Information Technology (BSIT) is currently looking for a Senior Program Analyst. The position is assigned to lead a Multifunctional Support Team, providing support services in accordance with the contract statement of work (SOW). The Senior Program Analyst (SPA) serves as the primary Contractor representative to the customer. The SPA is also responsible for the entire spectrum of products and services provided to the customer.The SPA functioning as a Directorate lead provides the leadership and management necessary to meet all goals and metrics assigned to the Team, which are typical of those used to assess Government personnel performing similar functions. ESSENTIAL DUTIES & RESPONSIBILITIES:
The SPA duties and responsibilities include the following specific functions, in addition to the requirements in the SOW. These duties include (but are not limited to): Evaluation of systems, programs, operations, functions and organizations.
Analysis of productivity, efficiency and strategy.
Knowledge of logistic principles, processes, and programs.
Analysis of program developments and execution.
Planning, research, studies, evaluations, reviews, reports and briefings.
Supervision and training of other members of the Team.
Monitoring the quality of work produced by Team members and assessments on individual team member performance.
The SPA serves as the primary customer representative for LTM. This responsibility includes ensuring all goals and metrics are met or exceeded and that all products provided to the customer are of the highest possible quality. The SPA serves as the primary interface with the supported customer. This includes working with the customer to manage task orders, which would include recommending and reviewing changes to task orders. The SPA will monitor the performance of team members and take corrective actions as appropriate. The SPA is responsible for documenting efforts and maintaining appropriate records for auditing purposes. This may require the computation of data and the preparation of briefings.

Job Requirements :
Required:
Minimum of fifteen years’ (15) experience providing logistical systems analysis in the areas of procurement, contracting, logistics, purchasing, inventory, or supply management. Mastery of support systems, methodologies, and best practices in supporting discipline areas.
Knowledge, Skills and Abilities:
Knowledge of supply chain management functions such as; supply, technical and procurement.
Operate autonomously under broad general guidelines.
Leadership skills necessary to guide, motivate and mentor subordinate team members.
Managerial skills necessary to shift resources to meet customer requirements.
Identify and resolve complex logistical, contractual and technical issues.
Meet customer requirements by ensuring monthly goals and metrics.
Understand and apply statistical methods.
Evaluate current processes and recommend improvements.
Ability to create effective operational, pricing and internal marketing strategies.
Supervisory skills required to oversee and direct the performance of assigned employees performing under all contract tasks.
Understand corporate and customer policies, procedures and requirements in order to give technical and administrative guidance and direction.
Identify and help develop business opportunities in other related business areas.
Must be able to obtain and retain the appropriate government security clearance.

WORK ENVIRONMENT
Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.
Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system.
SUPERVISORY RESPONSIBILITIES
The SPA serves as the single point for the corporate management of the team. The SPA provides leadership and mentorship to subordinates. This includes identifying and nominating candidates for positions. The SPA will ensure that all personnel paperwork is submitted timely and accurately. This includes continual supervision and feedback. The SPA will manage the timely preparation and presentation of performance appraisals for subordinates. The SPA will enforce all DSCC and Corporate policies.
The SPA shall provide the required services through performance at the DSCC site. The SPA may also on occasion be asked to provide services at a separate corporate location and other government facilities.­­­­­­­­­­­­­­
The SPA will on occasion be required to fill in for the Program Manager. These duties will include the routine daily duties associated with managing this contract.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results. Travel is required.
