ACCEPTABLE EXPERIENCE AND TRAINING:
BA or BS degree in Computer Science, Information Security, or related field. Five years of progressive experience in the field of network engineering managing large scale environments. Current Cisco CCIE, CCNA, and/or CCDP/E certifications are strongly preferred. Current Cisco CCNP is required – no candidates will be considered without this certification. Additional experience and certifications related to information security are desirable.
The Senior Network Engineer position will work in the City of Phoenix Aviation Department Systems and Network Engineering Services (SNES) section in a senior technical engineer role for the network infrastructure. The section is divided into three core disciplines (Systems, Security, and Network) and is currently staffed as follows:
Section Manager – (1) Senior Information Technology Systems Specialist
Systems – (1) Lead User Technology Specialist, (1) Senior User Technology Specialist, (3) User Technology Specialist and (1) Contracted VMware and Backend Systems Specialist.
Security – (1) Lead User Technology Specialist
Network – (1) Senior User Technology Specialist, (1) User Technology Specialist, (1) Contracted Lead Network Engineer, and (1) Network Engineer. This team also has (1) User Technology Specialist provided by the City of Phoenix Enterprise Information Technology Department that manages subcontractors who perform cabling work.
The SNES section is responsible for managing the enterprise and non-enterprise backend systems for the department, information security, and network infrastructure. This includes but is not limited to blade and standalone servers running primarily Windows operating systems, server and desktop virtualization utilizing VMware, and SAN storage. The section is responsible for system security such as vulnerability scans and remediation, system hardening, intrusion detection and prevention, and PCI compliance. The section is responsible for the network architecture, which consists of both City of Phoenix Enterprise and Aviation Department operations specific networks running on predominantly Cisco network equipment. The section also manages the firewall, intrusion detection systems, and public wireless network.
LAN
administration as well as second and third level desktop support is also provided by this section in support of the dedicated desktop and help desk teams.
ESSENTIAL FUNCTIONS:
Implements network environments, devices, configurations, and topology;
Performs monitoring, maintenance, support, and optimization of all network devices and software;
Creates and maintains comprehensive network documentation;
Assists with monitoring, analyzing, and fine-tuning the intrusion detection system, firewall, VPN systems, and network logs to identify anomalies and/or potential threats and responds accordingly;
Manages router and switch configurations, VLANs, VRFs, etc.;
Manages firewalls and TACACS;
Performs troubleshooting, performance tuning, and root cause analysis;
Implements network hardening and other security solutions;
Advises department in technical hardware/software matters as defined above;
Required Knowledge, Skills and Abilities:
Knowledge of:
Networking: switches, routers, firewalls, intrusion detection systems, LAN, WAN, TCP/IP, UDP, VoIP, QoS, EIGRP, BGP, OSPF, NHRP, ATM, PPP, MPLS;
Network consolidation, and Layer 2 and 3 migrations;
N
etwork and system security principles for risk identification and analysis;
Configuring and securing forward facing systems existing in a DMZ, along with associated hardware such as load balancers, reverse proxy devices, etc.;
R
ules and regulations related to information security and data confidentiality;
Ability to:
Comprehend and make inferences from material written in the English language.
Learn job-related material through oral instruction, observation, structured lecture, and reading in the English language.
Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
Develop and implement plans, policies, and procedures for hardware and software installations and operation.
Utilize specialized technical software in support of hardware and software operational systems.
Remain in a sitting position for extended periods of time.
Analyze, interpret, summarize, and report research findings.
Identify, plan, and conduct training sessions for other technical staff.
Enter data or information into a terminal, PC, or other keyboard device.
Work cooperatively with other employees.
Work safely without presenting a direct threat to self or others.
Use standard computer word processing, spreadsheet, database, and messaging software.
Review and/or check the work products of others to ensure conformance to standards.
Analyze situations accurately and suggest an effective course of action.
Additional Requirements:
Appointments to this position is subject to appropriate background standards.
Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
Working hours for this position will require rotating on-call status with varying shifts and days, as assigned
