Profile

The Head of Talent Acquisition for PayPal Global Operations in for the APAC region is responsible for overseeing the day to day talent acquisition activities for the organization to meet business strategies and financials goals. The person will drive recruiting for this organization across the region, leading strategic workforce and pipeline planning, process and execution. This individual will partner with the global human resources team, business leaders and the Global Talent Acquisition Leadership Team to develop and implement best in class talent acquisition practices.
The TA team comprises 6 People in Shanghai and 3 people in Kuala Lumpur. The group supports APAC Operations and Customer Service, a business unit managed by Sarah Deaton, VP.
Specific responsibilities include:
Identify and develop strategies, services and activities to support current and future talent acquisition needs of the business
Train, coach and manage in accordance to enterprise-wide key performance indicators with constant attention to continuous process and quality improvement. Define and implement core talent acquisition metrics
Consult with business and HR leadership to understand priorities and needs and establish a long range talent game plan
Continuously monitor workforce plans in order to work with Talent Acquisition function leadership and colleagues to adjust capacity in an efficient, cost effective manner
Conduct regular business reviews with business heads to highlight turnover, retention, staffing, metrics, diversity efforts, and mission critical projects/restructurings in order to build a proactive staffing model
Keep informed of industry and regulatory employment related issues and the changing business environment, responding accordingly with enhanced, changed or modified policies and practices to ensure the function and company activities remain compliant
Ensure Talent Acquisition functions adhere to agreed upon Service Level Agreements, policies and practices
Job Requirements
8 years in a fast paced, large scale corporate recruiting environment with demonstrable track record of successfully building value adding relationships with Line of Business and Human Resources leaders
Experience of building and leading teams of 10 people across multiple geographies, with experience of hiring that ranges from entry level & customer service level to campus and executives
Deep Talent Acquisition best practice expertise, broad organizational knowledge, labor market trends and legislative regulations
Able to operate with a high degree of flexibility and adaptability. Must be results-oriented, able to handle multiple tasks and must effectively deal with ambiguity
Excellent leadership skills and the ability to attract, motivate, develop and retain a dynamic team
Excellent interpersonal and negotiation skills; demonstrated effective listening and questioning skills and comfortable dealing with all levels in the organization. Must be comfortable receiving and giving feedback in a constructive manner
Strategic, creative, purposeful business thinking, maintaining a strong focus on execution while managing multiple issues and projects
Strong project management skills and the ability to juggle multiple demanding initiatives concurrently
Excellent, consultative influence management skills in order to lead and partner on talent needs in the business
Strong analytical and metrics orientation with the desire and ability to use metrics to gain awareness and visibility to support a position and to “drive a story.”
Superior written, verbal and interpersonal communication skills
A strong sense of urgency, a high degree of initiative, and the ability to lead and/or participate in cross-functional teams
A high level of professional integrity and confidentiality and the ability to handle sensitive issues and situations with poise and emotional maturity
BS/BA degree or equivalent preferred
International recruiting experience, across multiple APAC countries and employment law jurisdictions
Education
Bachelors Degree or Equivalent
