Job Description GIS ADMINISTRATOR Job Code AIM48 Benefit Group SEIU Supervisor Exempt Pay Grade S10 Authorized Strength 1 Minimum Pay 47652.80 Mid-Point Pay 63544.00 Maximum Pay 79414.40 Nature of Work Performs advanced professional, administrative and supervisory work in support of data and software applications related to Geographic Information Systems (GIS). Duties include supervision and support of GIS Technicians, installation and configuration of hardware; design, development and implementation of GIS software applications needed to support GIS; research and evaluation of new hardware and software. Work is performed under the direction of the GIS Manager and is reviewed while in progress and upon completion for adherence to policies and procedures and accomplishment of goals. Work Performed Design, develop and implement GIS software applications. Research client requirements, determine appropriate hardware and software needs, determine data requirements and develop user-interfaces and programming code. Assist Base Mapping Manager in providing guidance, leadership and supervision to support staff, to include: project planning, delegation of responsibilities, and monitoring of progress as required. Develop automated tools and routines to improve productivity and support project development. Research work processes to identify areas suitable for automation and develop program code. Work with Base Mapping Manager to design and plan new projects, design and develop schema, develop project schedules and staff assignments, monitor progress to ensure timely completion of projects. Install and configure hardware and software needed to support the GIS Project. Coordinate with the System Administrator and Database administrator to research and determine configurations that provide optimal system performance. Research and evaluate new hardware and software that may further enhance the use and effectiveness of GIS by City staff and the public. Support GIS applications used by City staff to include troubleshooting application or data errors. Ensure that procedures and routines are in place to maintain the timely update of data used to support the applications. Knowledge, Skills and Abilities Advanced knowledge of CAD and GIS. Familiarity with a diverse array of GIS related technology. Advanced knowledge of UNIX, DOS, Windows, Windows NT and related hardware platforms. Proficient in the use of structured query language (SQL). Advanced knowledge of Relational Database Management Systems theory and practice. Knowledge of computer programming principles and practices. Knowledge of systems design principles and techniques. Skilled in performing queries and manipulating geographically referenced data. Skilled in application programming and design. Ability to supervise, coordinate and motivate assigned staff. Ability to effectively plan and manage projects. Ability to coordinate heterogeneous computing environments to make effective and efficient use of GIS data and applications. Ability to research, troubleshoot, and analyze computer systems. Ability to effectively organize and prioritize myriad requests for service and support. Ability to operate computers for extended periods of time. Ability to communicate effectively both orally and in writing. Minimum Qualifications Bachelors degree in Geography, Engineering, Computer Science or Planning plus five (5) years using CAD or GIS; at least two years must have been spent in an advanced programming or technical support role, or an equivalent combination of education, training, and experience. |
