Congressman Unhappy with Fine Guidelines

The article is about a Pennsylvania congressman not being happy with the decision of spending $60 million in Penn State fines in the Jerry Sandusky child molestation scandal for programs within the state. The response is said to be unacceptable and not satisfactory. Sandusky was charged for abusing several boys. He was a former assistant football coach.
