Highly skilled and experienced in working in surveillance (insight and oversight) of electrical or mechanical facility constructions and maintenance contracts.
Knowledge in project management and engineering principles as well as systems engineering processes.
Ability to apply knowledge of engineering technology and systems engineering concepts to the specific technical tasks.
Must be able to work in a dynamic and multi-task environment by prioritizing work and coordinating task/project schedules.
Experience with NASA and other federal agency projects, and knowledge of NASA AFRC procedures/instructions are desired.
Must have strong background in project management, systems engineering; exceptional intrapersonal and communications skills required; demonstrated experience in large and small projects is a must.
Experience working with federal construction projects.
Familiar with the Federal Acquisition Regulation (FAR).
Review project instructions to ascertain requirements, specifications, procedures, objectives, equipments, nature of technical problem and possible solutions.
Must be able to ascertain requirements in specific technical areas.
Strong communications skills and ability to work in a team environment a must.
Conduct life-cycle management of various facility projects including but not limited to, assessment of technical problem, providing recommendations for solution, ascertaining all requirements and specifications.
Coordination, delineation and documentation of construction plans with facility end-users, various DFRC offices, the City of Palmdale and regulatory organizations.
Complete project requirements package, approved by Code F Task Monitors, to trace project management plan through project formulation, planning and implementation.
Provide project management oversight and insight work (surveillance work) including, but not limited to, planning work element scheduling/tracking, design review, reconfiguration, maintenance, and alteration of equipment, machinery, buildings, structures, and other facilities; gathering and reviewing data concerning facility or equipment specifications.
Review and evaluate non-proprietary project costs and schedules including equipment installation, labor, materials, preparation and other related costs to ensure the government's interest is protected.
Generate test procedures to ensure that all system requirements are met.
Set up and conduct tests or studies of complete systems, components, or concepts under research test conditions to investigate proposals for improving performance or other factors, or to obtain data for development, standardization and quality control.
Analyze future requirements and develop recommendations on process improvements and enhanced capabilities.
Record test or report procedures and results, numerical and graphical data, and make recommendations for changes.
Create reports and other documentation necessary to describe the results of studies and /or tests.
Attend all meetings and training as required.
Report status to Senior Technical Lead and/or Functional Area Lead as required.
Follow the safe practices and rules contained in the Corporate Safety and Health Plan and other such rules and practices communicated on the job.
Perform work in accordance with NASA ISO AS9100 procedures and applicable regulatory requirements.
Education and Experience:Bachelor's Degree and 7 years of work experience required.
