Responsible for the overall management of material requirements and control necessary for support of the assigned program. Directs all personnel assigned to the Material Division. Serves as the Point of Contact on all material related issues. Reports to the Site Manager. Must have in depth knowledge of FAR Parts related to this contract as it applies to this contract and their responsibilities.
Must be customer oriented.
Essential Duties and Accountabilities:
In coordination with other T45 site logistics managers, T45 Supply Chain Manager, and PMO Quality Manager, the Logistics Manager controls the efficient flow of goods, services, and information from points of origin to delivery in order to meet customer requirements for Organizational, Intermediate and Depot level operations. Ensures customer developed metrics are achieved within existing financial constraints in order to meet financial objectives. Ensures the execution and continuous improvement of standard logistics processes, such as the replenishment system, data interchange systems, demand management, electronic data systems administration and related functions. Builds relationships with strategic customers through logistics initiatives. Integrates learning from customers, competitors, operating entities, distribution, transportation, customer service, other industries, industry groups, and professional training to continuously improve the competitive position of the company
Directly supervises supply technicians and clerks; administers and executes policies, processes, and procedures affecting subordinate employees and the workflow of the work center; work is evaluated for overall quality and efficiency. Interacts internally with subordinates, other supervisors and Site Management. External interaction is typically with suppliers, vendors and/or customers. Primary purpose of liaison is information sharing and basic problem resolution
Specific Duties and Accountabilities include:
Responsible for overseeing the inventory process of over 21,000 consumables, repairables, spares, and repair parts utilized in support of approximately 100 aircraft, defining program strategies for appropriate inventory levels minor assemblies, subassemblies or parts valued at $180M, and strategically planning for eliminating obsolete and off-spec materials.
Manage the overall logistics and customer service processes, and accurately update and submit to the Government, on time: the Supply Management Performance Report; Government Property Inventory Report; Excess Stock On-Hand and Excess Stock On-Order Report
Develop methods and procedures for meeting/exceeding the Supply Management Performance Metrics established in the Program Performance Work Statement (PWS)
Oversee the consumable stock level calculations to establish high and low limits for over 13,800 line items.
Quarterly, establish and review Final Acquisition Quantity (FAQ) on Repairables to ensure sufficient assets are available to maintain operations during periods of replenishment. Adjust based on demand, Turn Around Time, and operational requirements.
Manage the Stock Level Change Requests for consumables which increase the total inventory value by more than $5,000.
Manage the procurement of spares and retrofit kits to support Technical Directives (TD) incorporations
Ensure Logistics department complies with government requirements by initiating, coordinating and enforcing program’s overall Stock consumable HAZMAT IAW Host Command instructions
Develop a Property Management Plan, System and Procedures to accurately inventory manage, control, use, protect, repair and maintain Government Furnished Property
Develop and manage logistics system to ensure shipment of detachment pack ups and retrogrades
Act as a principal contact with Government counterparts on issues involving procedural deficiencies.
Enforce all Company and Government safety regulations to ensure a safe working environment.
Enforce all Company and Government policies pertaining to site operations as well as Division specific policies.
Expeditiously respond to employee suggestions/concerns pertaining to potential improvements within the Material Division.
Responsible for adhering to all applicable Foreign Object Damage (FOD) prevention rules and regulations including participation in FOD walk down when directed.
Responsible for adhering to the Company Tool Control Program.
The Logistics Manager will require a Bachelor’s degree and four (4) years of relevant experience, OR an Associate’s degree and eight (8) years related exempt experience, OR High School diploma and 12 years of base/installation level supply experience five (5) years of which must have been in material facilities and stock record control activities; The Logistics Manager shall be thoroughly familiar with the specifics of military logistics support procedures and applicable FAR Parts used to support material requirements. The Logistics Manager shall be experienced in coordinating requirements submitted by the material/supply foreman and providing necessary interface among the weapon systems manager, cognizant field activity, and as applicable to T/M/S. The Logistics Manager shall be capable of making recommendations concerning the functions of the Logistics operations at all supply/logistics meetings.
The Logistics Manager shall have knowledge of and the ability to initiate reports of surveys, validate not-mission-capable supply/partial mission-capable supply status, and perform budget accounting. The Logistics Manager shall have experience in aviation maintenance and updating of aircraft data collection systems files. The Logistics Manager shall have demonstrated capability in using automated information systems using automated information systems (Naval Aviation Logistics Command Management Information System (NALCOMIS) preferred).
The Logistics Manager shall also have:
Extensive working knowledge of Government Property Control/Procurement procedures.
The leadership and management skills to direct assigned personnel to comply with established policies and procedures to support the Navy’s T-45 Program.
Ability to successfully communicate both orally and in writing.
May be required to travel on Company business.
Must be able to obtain a level of security clearance required by the government.
This classification activity is usually accomplished in a warehouse environment and as such requires the scope of physical movements and postures normally associated with warehouse activities. May be required to lift objects whose weight normally will not exceed 50 pounds. Special vision abilities required to perform this job are close vision, color vision, peripheral vision, depth perception and the ability to adjust and focus.
The diversity of work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject individual to severe changes of temperature, wind, rain, etc. May be required to work in areas where high noise hazards prevail. May be exposed to fumes or airborne particles. May be exposed to electrical shock hazards.
