Primary purpose:

The Assistant Terminal Manager as directed by the Terminal Manager will provide oversight in all areas of bulk terminal operations including training, safety, environmental, human resources, customer relations, ship loading, railcar traffic, facility maintenance, and construction. In the absence of the Terminal Manager will be directly accountable for all terminal activity.

Essential duties and responsibilities:

Share supervision and record keeping of terminal maintenance, repair, and new construction activities.

Oversight of all terminal operations including rail activities, ship loading and terminal upkeep and housekeeping.

Conducts daily Safety/Quality/Environmental meetings for office and union longshore staff as well as maintenance/ operational meetings.

Assists the Terminal Manager to ensure the safety of terminal personnel and equipment through terminal safety inspections, employee training, heightened awareness and delegated accountability through the development and enforcement of strict safety policies that meet or exceed OSHA, corporate and local regulations and policies. Ensures immediate corrective action is taken for non-compliance.

Assists the Terminal Manager to ensure that terminal equipment and operations meets or exceeds all DEQ, local and corporate air and water standards and regulations through personal Terminal inspections, employee training on environmental policies/procedures, heightened awareness and delegated accountability through development and enforcement of compliance calendars. Ensures immediate corrective action is taken for non-compliance.

Coordinates terminal operations with vessel agents, officers, Kinder Morgan customers and personnel.

Adheres to Corporate, Federal, and State EEO, affirmative action, fair treatment and harassment policies and regulations taking immediate corrective action for non-compliance.

Works directly with the organized labor representatives to minimize any labor agreement contractual disputes or jurisdiction grievances. Investigates and responds objectively to union complaints. Investigates, prepares, and submits employer complaints as necessary reflective of worker non-compliance to labor agreement.

Participates in development and supports comprehensive Terminal, Operating, Maintenance, and Capital budgets that meet all anticipated terminal needs.

Assists the Terminal Manager to ensure the integrity and longevity of terminal assets and equipment through the development and implementation of comprehensive operational and maintenance practices, policies, procedures, and documentation.

Develops, trains, and supports staff improvement. Monitors terminal staff training compliance.

Supports Superintendent positions as needed in order to maximize the terminal’s efficiency inclusive of covering leaves of absence/vacations/illness including working occasional weekend shifts.

Conducts periodic inspections of the terminal and of rail and rail switches, directs Port in the PM and repairs of the rail system

Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public.

Position Requirements




Associate of Arts degree or equivalent management experience in an industrial environment.

Experience / Specific Knowledge:

Five years experience in ship loading and bulk terminal operations in a union environment and progressive management/supervisory responsibilities.

Mechanical knowledge of marine bulk terminal.

Accounting knowledge; i.e. budgeting, cost analysis and cost control.

Environmental regulations comprehension and compliance.

Certification, licenses, registrations:

A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.

Satisfactorily obtaining or already possessing a Transportation Worker Identification Credential (TWIC) card is a condition of employment. TWIC card is obtained by submitting an application, background check, and having fingerprints taken.

Competencies, skills, and abilities:

Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook.

Well-balanced interpersonal skills and strong verbal and written communications skills are required.

Must be accountable and take direction from Managers; keep required work schedules, which include regular and predictable job attendance; focus attention on details; follow work rules.

Organizational skills and the ability to prioritize tasks are essential.

Must be a problem solver with the ability to find resolutions.

Must be self-motivated and capable of working with minimal supervision and/or direction.

Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies.

Physical demands:

Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.

May be required to work outside in varying and sometimes extreme weather situations.

Working Conditions:

Office Work: Average day = 90%. Standing, sitting, walking, lifting, bending, kneeling, crouching, stooping, pulling, pushing, twisting, finger dexterity, reading and writing associated with required documentation, file updating, telephone and radio communication and computer operation.

Other Work: Average day = 10%. Pulling, pushing, gripping, twisting, standing, walking, bending, kneeling, crouching, stooping, lifting, climbing (ascending and descending ladder and equipment stairs).

Overtime required and extended work hours in cases of emergencies.

Supervisory responsibility:

Directly and indirectly manages, directs and supervises terminal staff members, contractors, ILWU workforce and other terminal resources.

Preferred education, experience, certifications, competencies, skills, and abilities:


the minimum requirement; not required but advantageous in this position:

Bachelor of Arts or Bachelor of Science Degree in Business Management or Engineering.

Field experience in marine bulk loading operations preferred.

Organized labor/relations experience (ILWU preferred).

Prior experience requiring mechanical aptitude and skill is a plus

Experience with maintenance (mechanical, electric, electronic)
