The Reliability Compliance Analyst is responsible to implement the oversight functions of Avista’s Reliability Compliance Program by applying knowledge of regulatory requirements and specific subject matter pertaining to compliance with the North American Electric Reliability Corporation (“NERC”) Reliability Standards. Evaluates Avista’s compliance with NERC Reliability Standards, assesses compliance risks and recommends risk-mitigating measures, such as internal controls, for implementation by the business. Monitors business units to ensure that compliance requirements are met and regulatory filings are met. Participates in or conducts internal compliance investigations related to instances of possible non-compliance. Prepares or executes regulatory filings related to possible compliance violations, mitigation plans, spot checks, compliance certifications and audits. Provides consultation to the business on matters related to the implementation of NERC’s Compliance Monitoring and Enforcement Program and Avista’s Reliability Compliance Program. Implements training, risk assessments, determines audit approach related to compliance standards. Acts a liaison to regulatory agencies including NERC and the Western Electricity Coordinating Council (“WECC”).
This position is responsible for compliance oversight of the NERC CIP Reliability Standards. Professional certifications in cyber security and/or auditing are preferred. Requires a bachelor’s degree in a related field. A combination of education, experience and training that provides an equivalent background required may be considered. Requires a minimum of five years experience of regulatory compliance, two of which are related to NERC Reliability Compliance. Strong interpersonal skills and the ability to effectively communicate with all organizational levels is essential. Must have strong written and verbal communication skills. Strong project management and organizational skills required. Ability to present information to large or small groups. Requires proficiency in computer skills and software that includes Excel, Word and PowerPoint. Experience with AssurX/CATSWeb or related governance, risk management and compliance software is preferred.
