About Business Resiliency:
SCE has a centralized Business Resiliency (BR) organization whose primary focus is to establish a more collaborative approach to prepare for and manage business disruptions. This includes the full spectrum of emergency management related planning, mitigation, response, and recovery related activities. It brings together stakeholders from across the company to help identify vulnerabilities and implement strategies that ensure the company and its employees are well-prepared to prevent, protect, mitigate, respond, and recover from disruptive events.
This position is primarily responsible for overseeing and leading exercise design, development, execution, and evaluation, following the Homeland Security Exercise and Evaluation Program (HSEEP) criteria. This position will also assist the Department by providing subject matter expertise on national standards in emergency management and the utility industry.
Establish a testing and exercise doctrine that contemplates a hierarchy of the various continuity and emergency response plans that currently exist across the company
Develop and implement an exercise program to measure adherence to existing policies, processes, and procedures, identify opportunities for improvement and lessons learned, and track corrective action to completion.
Supervise two technical specialists and manage HR related functions for the exercise team
Provide direction and guidance to a cross disciplinary team that will assist with exercises across Business Resiliency (response teams, employee life safety, first responders, BR tools, business continuity, and OU personnel with incident response roles) and ensure effectiveness, efficiency, and synchronization of schedules, doctrine, messaging, and purpose.
Manage vendor provided services and support associated with training and exercises in Business Resiliency.
Coordinate public and private sector stakeholder participation in exercises, seminars, and training opportunities.
Review training materials, exercise scenarios, after action reviews, and corrective actions.
Ensure that response team members (CMC, IST, and IMTs) are trained, exercised, and qualified.
Work closely with stakeholders across diverse business lines including Customer Service, Local Public Affairs, Transmission and Distribution, Transportation Services, Supply Chain, and IT to build consensus in establishing processes and procedures as well as assessing change impacts to established processes, policies, and procedures.
Establish, track, and report on training and exercise goals, key initiatives, and metrics on a regular basis.','!*!Minimum Qualifications:
Bachelor Degree in emergency management, domestic security, or homeland security or related technical discipline
Seven years of experience using the Homeland Security Exercise and Evaluation Program (HSEEP) methodology
Formal training (FEMA certified) in emergency management, such as ICS 300 and/or other ICS position courses.
Seven years of experience in a disaster response capacity at the local, state, or Federal level, which may include domestic emergency management or military experience
Seven years of experience working directly in the electric utility industry supporting one or more aspects of operations or emergency management
Certifications and/or Licenses:
Certified Emergency Manager (CEM), accredited through the International Association of Emergency Management (IAEM).
Master Exercise Program Practitioner (MEPP), issued by FEMA
The primary work location for this position is Rosemead, CA; however, the successful candidate may also be asked to travel to other SCE facilities throughout the SCE territory and to attend conferences outside of Southern California.
