Director, Enforcement
Duties: Be a key manager in the Oversight team, promoting a collaborative, trusting culture in which everyone is a leader. Ensure WECC processes align with NERC policies and guidance concerning the CMEP and risk-based oversight processes. Direct enforcement activities and strategy, including management of a multi-talented staff that includes enforcement attorneys, engineers, and risk-focused subject matter experts. Facilitate settlement negotiations, mitigation assistance, and enforcement hearings as necessary, while ensuring WECC is conducting its enforcement and mitigation activities according to our Regulatory Philosophy. Develop an appropriate strategy for the department, keeping in mind the balance between our regulatory obligations and collaboration with our Registered Entities. Employ “outside-in” thinking when interacting with Registered Entities to ensure we are always cognizant of how our actions affect our stakeholders. Analyze complex Notice of Penalty matters for adherence to the NERC Rules of Procedure, technical feasibility, appropriateness to the Reliability Standards, comprehensiveness of information, and consistency of assessed penalty and sanctions. Review, analyze, and act on department metrics and trends, focusing on improvement of violation inventory statistics as well as the general performance of enforcement and mitigation engineers, analysts, and attorneys. Develop and track key initiatives that help WECC meet its annual scorecard metrics. Develop relationships with important internal and external stakeholders. Help prepare documents for the NERC Board of Trustees Compliance Committee and for filings with the Federal Energy Regulatory Commission and other applicable government agencies. Participate in periodic process review and organizational assessment to foster continuous improvement and organization growth. Develop and manage annual department budget. Prepare materials for and present at Reliability and Security Workshops, WECC Board meetings, NERC Board of Trustees meetings, and FERC meetings. Develop and manage team and individual development to increase expertise and competency; build bench strength for the department. Assist with recruitment, hiring, orientation, training, and mentoring of enforcement analysts, enforcement attorneys, and mitigation engineers.
