Director, Legal Policy Strategy & Research
The candidate will develop and execute a policy research strategy, developing plans and soliciting data, polling, academic papers, and other studies to build case with policymakers and the public for achieving PPFA’s short and long-term policy goals and strategies to protect health service delivery and ensure patient access to care, including integrated plans alongside the Health Care Investment Program (HCIP). Independently manage and cultivate relationships with the women’s health and health care research, health system, and provider community. Encourage researchers to develop work that supports Planned Parenthood’s policy agenda in an effort to influence the broader health care research community to include sexual and reproductive health care and health equity in research efforts, and therefore, advance health care delivery goals. Identify legal gaps and develop and execute legal research projects - in partnership with Senior Director and Litigation & Law team - to advance public policy goals, particularly related to abortion access in the short and long-term. Manage multi-faceted, multi-team, integrated launch and rollout of research and other policy products. Develop creative plans to disseminate and amplify research to key audiences (research community, health care influencers and policymakers, etc) as a means of reaching our overarching goals and drive forward a process to achieve it. Develop and execute legal research and writing projects to help achieve policy goals. Develop and lead work, in partnership with other departments, to protect and defend abortion providers and patients, including engaging the Department of Justice. Support work to build a pro-SRH judiciary in partnership with other national office teams and affiliates. Co-lead coalition Blueprint for Sexual and Reproductive Health, Rights & Justice in preparation for 2024. Effectively facilitate communication and input from affiliates and other key stakeholders to ensure smart planning, collaborative execution, and transparency about progress and challenges. Drive project management for additional key priorities that require cross-cutting collaboration across divisions. Create written and verbal reports, presentations, and communications on campaigns and initiatives for leadership and affiliates. Manage 1-2 staff who support execution of workplans. Ability to drive creative thinking and strategic planning from a range of stakeholders and lead the development and execution of new tactics designed to achieve goals. Superb project management skills -- ability to organize complex areas of work into clear processes that lead to great results. Proven track record of leading and managing various projects and juggling multiple time-sensitive priorities. Excellent critical thinking and legal research and writing skills and the capacity to apply them both to strategic planning and project management. Mature interpersonal skills: able to work effectively with others at all position levels, from board members and the executive team to peers and more junior colleagues. Strong judgment and discretion: able to exercise independent judgment about what work to move, when to move, who to involve when, and what to share with whom; must have top-notch discretion and be able to keep the confidences of leadership in the division. JD required. At least 10 years of legal policy or directly relevant work, particularly health care policy related to sexual and reproductive health care delivery, and project management experience. Strong working knowledge of public and private health programs, as well as challenges and opportunities with the health care delivery space, especially when it comes to health equity. Familiarity and experience with policy research and ability to identify research needs to help achieve policy goals. Proven ability to identify priorities, meet deadlines, drive work forward, and show progress towards goals, and to work independently and collaboratively. Team player that can contribute to multiple projects managed by different colleagues with competing deadlines. Impeccable verbal and written communication skills. Management and staff supervision experience. Passion for health care and PPFA’s mission. Knowledge of diverse groups, working within a multicultural workforce, and sensitivity and appreciation to cultural differences is required.
