ARMA-Global is currently pursuing a qualified candidate to serve as a Program Manager to oversee the performance and execution of the Special Warfare Technology Integration and Support Center providing Design, Development, Engineering, Integration, Testing and Implementation and Support Services for critical technologies, supporting multi-domain services and solutions across the Joint Forces community.

As the Program Manager, the ideal candidate will execute duties and functions required to lead a team of dedicated professionals comprised of diverse knowledge, skills, and abilities in support of our customer and client needs. The individual will be responsible for managing cost controls to deliver target margins will ensuring service improvements, quality control and compliance monitoring with emphasis on service improvement opportunities while assisting in the oversight and delivery of critical projects with the sole focus of enhancing performance and service delivery.

This position will primarily oversee performance and delivery customer approved projects and as such, will require the candidate to be consistently engaged with their leadership team to ensure activities and execution are focused on delivering desired outcomes.

A successful candidate with exhibiting consistent leadership, professionalism, and accountability, while providing guidance, management oversight, mentoring and development of assigned resources

Job Duties include:

Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement.

Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities.

Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.

Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.

Prepares and provides various reports and technical reviews to senior management as requested.

Ensures compliance with relevant corporate and government policies and standards.

Participates in special projects as required.

Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation.

Provide situational leadership at the Program level, if/when events warrant experience, expertise and clear resolution to maintain performance, schedule and budget.

Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.

Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.

Participating in events that enhance customer, community, partner engagements to consistently drive the evolution and improvement of the business relationships and effectiveness within our marketspace

Establishing customer/mission intimacy that ultimately enhances program effectiveness to support and provide unity of effort and alignment to the mission and performance/task outcomes

Working with senior management, participate in the formalization of near-term and long-term actions to meet business unit and business area strategies that enhance performance, profitability and new opportunities

Supporting and fostering a culture that promotes routine delivery of high quality, high performance services on time and within budget.

Exhibiting a strong passion for employing “smarter not harder” concepts in all we do, identifying areas for investment, willing to propose and take calculated risks, and committed to sharing knowledge

Creating program-level corrective action plans as needed to ensure accountability at all levels of execution

Knowledge, Skills and Abilities

Must have extensive “hands on” Process improvement and process development experience

Requires a keen understanding of DoD contract types and extensive understanding of DoD Military and Civilian contract management processes.

Must have excellent communication skills and be willing to confront issues when they arise

Able to provide guidance and leadership as opportunities arise to ensure program, team and customer success

Must be willing to engage senior leaders with precise information and measured action plans with the ability to maintain oversight to ensure prompt and deliberate resolution

Must be able to interpret needs and derive requirements

Must be proficient in PMP and ITSM methodologies and processes

Must be comfortable in speaking with and briefing senior and executive level management

Must be willing to make decisions that align with strategic objectives that results in outcomes that best serve GDIT, our employees and our customers.

Must foster an inclusive environment and be comfortable motivating and leading others to achieve common objectives that promote a culture of ownership, accountability, and camaraderie

Security Requirements

Must have a SECRET clearance with the ability to obtain a TS/SCI level clearance

Lift over 35 LBS

Work Environment

Work environment is administrative office with opportunities for site visits to conduct customer meetings, site surveys, etc.

Education, Certification and Experience Requirements

Bachelor’s Degree in a supporting discipline or equivalent work experience and;

10 years of combined DoD and/or Commercial industry experience in the communications and/or IT fields with;

5 years of management experience in the development and/or; execution and/or; oversight of technology development, integration and end-user service delivery strategies and projects to meet complex and emerging DoD Client mission needs;

3 years of experience and/or exposure to managing DoD acquisition activities and;

2 years managing IT service delivery programs with budgets in excess of $10M

Must have a strong working knowledge of DoD Risk Management Framework, and Cyber Security processes, and DoD Contract Management governance, compliance and processes with emphasis on USAF

Must have a strong familiarity with AFSOC Development & Engineering Process
