The Outpatient Department has day-to-day responsibility for the management and operation of the clinic. Primary responsibility for the development, implementation and achievement of the clinic's strategic business plan in conjunction with routine operations to include: quality of services, staff development, maintenance of licensure and accreditations, financial performance and continuous performance improvement.

Monitors patient volumes, quality of care, and performance of staff to identify areas for improvement. Ensures that project/department milestones/goals are met and are adhering to the approved budgets.

Key Responsibilities include:

In conjunction with regional leadership, develops an annual operating budget and strategic business plan for the clinic. Manages clinic services and resources to meet operational and financial objectives.

Exercises final authority over clinic daily operations and will work with the Director Of Behavioral Health Integration and Medical Director on clinical/medical related issues.

Serves as community outreach liaison for IOP, attending community events to educate and establish contacts within the community to become a needed resource. Works with the Director of Business Development to establish community presence.

Responsible for the development and implementation of all clinic policies and procedures including public affairs and com Responsible for the delivery of treatment services and submitting protocols, protocol amendments, and reports to the State and or Federal Departments as required and in full agreement with corporate and site leadership.

Responsible for assigning or obtaining authorizations for services, concurrent reviews and discharge with managed care companies.

Responsible for attendance sheets and billing for outpatient programs.

Responsible for admission and discharges of patients into the outpatient program.

Responsible for appeals in regards to managed care denials

Accountable for managing people, setting direction and deploying resources; typically is responsible for performance evaluations, pay reviews and employment decisions of outpatient staff members.

Responsible for the security of medical records, employee records and any other documentation deemed necessary by corporate leadership.

Responsible for ensuring that the clinic protects the rights and confidentiality of all patients and to provide each with the required medical and clinical care.

Responsible for ensuring patients who are in need of transportation are accommodated, set transportation routes, ensure proper upkeep and maintenance of vehicles. Serve as a driver when needed to ensure patients are able to attend programming.

Responsible for ongoing growth and increase in census for the outpatient program.

Management Responsibilities

Responsible for day-to-day operations of staff.

Provides mentoring and development opportunities for staff.

Performs functions required for the hiring, discipline, and educational opportunities necessary for measuring staff competencies.

Assures that lines of communication are established and followed with UM/UR, Billing, Finance, Business Development etc.

Assist in the development of outcome and satisfaction measures and collect necessary data.

Create and maintain processes required to ensure adherence to state requirements and maintain compliance with required standards.

Seeks to improve program quality and growth where applicable.

Maintain awareness of key literature in developing expansive clinic programs and services.

Direct staff meetings and keep staff apprised of new developments, monitor staff and program needs, and provide training as needed.

Job Requirements

Education:

            Master's degree in social, behavioral or mental health services field from an accredited college or university.                            

Experience:

          Minimum of 5 years’ experience as a program manager or higher level position. Experience with overseeing services in an outpatient environment, preferably in mental health. Licensed as a LPC, LAC, LCSW or LMSW in the state of AZ.

Other Requirements:

CPR and Arizona Fingerprint Clearance card or be able to obtain. Current unrestricted driver’s license with no moving violations in last 39 months.
