The candidate performs complex professional legal work as a member of the executive office staff and in support of the Director of Legal Services. Renders oral and written legal opinions to the Board of Directors, General Manager, and Director of Legal Services as requested. Prepares court papers, contracts, ordinances, resolutions, deeds, leases, and other legal documents. Assists with document production and processing of public information act requests. Reviews the legality and/or sufficiency of contracts, bonds, bids, leases, insurance, and claims in accordance with applicable procurement laws and regulations. Supports the records management practices of the company. Researches, interprets, and applies laws, court decisions, and other legal authority in the preparation of opinions and briefs. Serves the company’s interests in various contract negotiations. Analyzes legislation including proposed state and federal legislation affecting the company. Answers communications from the public relative to legal matters affecting the company. Assists in ensuring compliance with Texas Open Meetings and Texas Public Information laws. Ensures compliance with appropriate ethics reporting, election and tax laws. Organizes, interprets, and applies legal principles and knowledge to complex legal problems. Comprehends and makes inferences from written material to provide legal representation and advice. Analyzes narrative and statistical data to make recommendations regarding legal issues affecting the company. Reviews and provides recommendations on River Authority policies and procedures. All other duties assigned by the Director of Legal Services.
