Senior Legal Counsel - Government Contracts And Program Compliance
The candidate will be responsible for: Engages proactively in sales deal execution by counseling on compliance risks to procure deals in a compliant manner. Proactively identifies risks and issues, ensures monitoring is in place, and raises issues to internal teams quickly to drive program/process improvements. Acts as a subject matter expert on government contract compliance including services delivery for pricing, procurement, supplier and subcontractor engagement, time and expense reporting, billing, cybersecurity and other areas requiring adherence to specific federal contract compliance regulations, policies and procedures. Works collaboratively with the FA&D team and provides policy, legal and strategic counsel to the FA&D team on all government contract and associated program compliance matters. Monitors adherence to specific government contract compliance-related items globally, including supervising the timely filing of all US/EU and other countries or regions’ lobbying reports, and coordinates with the internal business stakeholders and Internal Audit to respond to any global government contract related inquiries and audits as necessary. Drives training and assists in the design, adoption and implementation of policies and processes to foster compliance with government contracting requirements and conducting regular compliance reviews. Provides research and recommendations to management regarding federal and regional statutes, legislative activity, regulations, court opinions, administrative procedures and legal proposals on a global basis which have a significant impact to the organization and works with internal stakeholders, other members of the legal team and outside counsel to draft any proposed legislation, regulations and amendments thereto. Must have Law degree from an accredited law school and admitted to practice law in the United States. Should have 7+ years of experience practicing as an attorney with a national or international law firm and/or in-house legal department. Must have working knowledge of FAR, DFAR and DoD procurement regulations, laws, and policies. Should preferably have 2+ years of in-house experience. In-house experience at a software or technology company desired. Extensive experience with U.S. government contracts, laws and regulations preferred. Experience with international laws and regulations a plus. In-house experience overseeing government program compliance desired. Working knowledge of anti-trust, lobbying, and corporate compliance desired. Familiarity with Government Contracting Vehicles: IDIQ, MAC, GSA Schedule, Set Asides preferred.
