Contracts Manager

Company name
National Heart, Lung, and Blood Institute

Location
Bethesda, MD

Profile

The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership in research, training, and education to prevent and treat heart, lung, blood, and sleep disorders. If you join the Office of Intramural Management (OIM) as a contracts manager, you will support scientific and clinical research that leads to a better understanding of biology and clinical pathology. The OIM supports the Division of Intramural Research (DIR), which has built a strong basic science foundation and has coupled it closely with innovative technology development and outstanding clinical research, both at the NIH Clinical Center and in partnership with local hospitals. The NHLBI DIR portfolio is broad, encompassing investigations into the basic principles of molecular, cellular, and organ-level biology and their relationship to disease.

The OIM Acquisitions and Logistics Branch (ALB) executes all purchases of goods and services and provides cradle-to-grave logistical support for contracts and the management of sensitive and scientific equipment.

About You:

  • You can quickly identify areas that are within your control and separate them from required processes to understand where and how you can have the greatest impact
  • You can quickly comprehend and distill the essence of an issue
  • You independently and proactively identify and address roadblocks without waiting to be told what to do
  • Your colleagues have used the term “influencer” or “change agent” when asked about your power of persuasion
  • The technical aspects of scientific research intrigue you and you are at ease working with researchers to forecast and creatively navigate acquisition policies and timelines to achieve scientific objectives
  • You have no trouble tracking long-term projects and managing milestones, even when you’re not the primary business owner
  • You are curious and driven by maximizing efficiencies
  • You prefer working in a collaborative environment and believe each person has something valuable to contribute
  • You have a strong desire to understand where other people are coming from and take all opinions into account, when possible

About the Position:

Working closely with OIM purchasing leads, you will support the DIR by identifying opportunities to make their purchases more efficient. This is a leadership role where you are expected to understand and translate the unique needs of our researchers while adhering to procurement administrative lead times and federal acquisitions policies.

Specifically, you will:

  • Work with researchers to develop statements of work, sole source justifications, acquisition plans, and any other necessary contractual documentation
  • Work with the centralized acquisitions office to determine the best course of action (i.e., fixed price vs. cost reimbursement) for unique contract requirements valued above $250,000
  • Work with the ALB deputy branch chief to streamline and automate contract tracking and invoicing
  • Investigate setting up Institute-specific agreements to drive vendor discounts and decrease timelines to acquire necessary products/services (e.g., maintenance)
  • Manage the capital equipment list and rental program
  • Work closely with the budget office to identify underspent programs and assist them in the creation of acquisition plans
  • Serve as the single point of contact for professional staffing requirements
  • Train DIR staff on acquisitions policies and processes where appropriate

Desired Skills & Experience:

  • BA/BS degree in relevant field; Master’s preferred;
  • Knowledge of best practices in accounting and/or federal contracting preferred;
  • Experience implementing multiple project management tools/techniques to evaluate processes;
  • Able to designate and assign risk and adjust processes accordingly;
  • Highly adaptable in a rapidly evolving regulatory climate that involves sensitive scientific research and patient care;
  • Experience advocating for other members within your organization and can articulate previous successes;
  • Comfortable interpreting budget information and applying it in new ways to generate savings and proactive planning;
  • Well-versed in drafting and refining contractual documentation; and
  • Strong administrative skills with the ability to prioritize complex tasks.

Additional Details:

This full-time, contract position is located on the main NIH campus in Bethesda, Maryland and is bus/bicycle/metro accessible. Some additional details are:

  • Job functions: contracting, administration, project management
  • Salary range: $70,000-$90,000 commensurate with education/experience
  • A selection of health and wellness benefits are available
