To perform technical planning, zoning, and building work; to serve as initial contact and assist the general public, developers, architects, engineers, contractors, and builders with a variety of land-use and permitting issues; to respond to applicant questions and inquires; to provide interpretations of applicable codes; to receive, assess, log, review, and distribute plans and projects for staff review; to input information into appropriate tracking systems and software; to perform and support other plan review, administrative, and public service counter related tasks; and to perform a variety of tasks relative to assigned area of responsibility.

This is the entry-level class in the Development Services Technician series. This class is distinguished from the journey-level Development Service Technician II class by performance of less than the full range of duties assigned to the higher position and the performance of the more routine tasks and duties assigned to positions within the series. Employees in this class work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

Key Responsibilities:

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Provide general land use, zoning, planning, or building information to the general public, developers, builders, contractors, architects, and engineers at the counter, over the phone, in the field or in writing; provide information pertaining to and interpret applicable codes, regulations, policies, and processes; conduct permit history research, assist the public in researching permit histories, and interpret permit records; conduct preliminary site plan reviews for conformance with development requirements.

Interpret plans and make blueprints; provide site information and line dimensions utilizing various maps.

Accept, review, and process applications for development review and permitting; review applications, plans, and supporting documents for completeness, sufficiency of information, and conformance with legal standards; correspond with applicants; calculate fees; distribute project information to appropriate City departments for review.

Conduct plan checks for minor projects to verify that all applicable standards are met; prepare correction lists and provide appropriate application forms and fee lists as required; conduct final site inspections.

Approve and issue routine permits; calculate and collect permit review fees; maintain permit files.

Input and maintain permit information in appropriate tracking systems and software; utilize tracking systems and software to create reports on applications, inspections, and other permitting activity.

Respond to citizen complaints and concerns regarding applications; accept complaints regarding code and safety violations; log, process and record complaints; route to appropriate departmental personnel for resolution.

Assist with preparation of staff reports and resolutions for various boards and commissions; conduct research and prepare visual exhibits as needed.

Perform general clerical duties in support of the Community Development Department; establish and maintain filing systems; create and modify forms as necessary; type and proofread a wide variety of reports, letters, memoranda, correspondence, and statistical charts; compile and report on statistical information regarding building permit process.

Prepare completed projects for final record keeping; provide records to public as requested.

Perform related duties as required.

Minimum Qualifications:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to completion of the twelfth grade supplemented by two years of college level course work in planning, architecture, construction technology, engineering, landscape architecture or a related field.

Experience:

Two years of technical experience in municipal planning, building, architecture, engineering or construction technology.

License or Certificate:

Possession of an appropriate, valid driver’s license.
