Job Description:
The PEI (Pressure Equipment Integrity) Supervisor is responsible for leading, guiding and mentoring the PEI Specialists to effectively complete the Martinez PEI process inspection tasks and tactics, including schedules and corrective recommendation for the entire site.
The primary stakeholders for this role are Operations, Maintenance and Turnaround to provide the site with 24/7 PEI inspection coverage on day to day plant issues, during planned unit turnaround or during unplanned operational/equipment upsets. This is a key leadership role in the PEI dept. that requires active contribution towards strategic decisions for the PEI Department and supports departmental accountabilities & responsibilities. The role includes the day-to-day responsibility for direct supervision, functional reporting and HR administrative activities of the PEI specialists and contractor support.
This is a critical position to ensure compliance with applicable laws and regulations, industry codes, standards and recommended practices, as well as Shell standards and best practices.
Additionally, the PEI Supervisor is accountable of the following -
Deliver technical assurance of accuracy and on time inspection schedules (corrosion, internal/external, reassessments, state permit inspection) for the site.
Responsible for direct supervision (Goal Zero 10:1), competency assurance (development) and performance management of 12 Inspector FTEs.
Provide leadership in the PEI Department, including contribution to PEI Department direction and goal setting.
Provide technical input for development of detailed inspection strategies for pressure equipment, tanks, relief devices, piping, etc.
Identify opportunities to achieve optimal performance and efficiency of PEI activities.
Provide leadership support planning (milestones) and execution (Goal Zero and schedule) of major site turnarounds.
Ensure the application of standards such as ASME Code, API Practices, and Corporate Standards.
Provide technical input during development of risk-based repair plan options.
Deliver development (where applicable) and regular revisions of PEI Inspection procedures and internal (IGP18) audit activities.
Assist with resourcing special emphasis assignments and department improvement programs.
Contribute towards root cause analysis of pressure equipment related failures and ensure all leaks are sufficiently investigated to understand cause, develop long-term solutions, and revise inspection strategies as needed.
Provide assurance of inspection documentation for accuracy, consistency, completeness, and compliance with procedures.
Assure appropriate communication of pressure equipment activities with Operations, Maintenance and Turnaround customers and site management.
Oversee PEI specialist support and staffing for site reliability threats (MTA), Radar (audit) and Fountain (incident) actions.
Contract Holder for site NDE contract to work with contractor Project Manager to ensure safe, accurate and cost effective NDE work is performed.
Primary owner of the Temporary Inspector program including recruiting, selecting, assignment of appropriate mentors to candidates

Requirements:
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
At least High school diploma or equivalent.
With at least ten (10) years experience as a unit run and maintain inspector in a Oil & Gas or Petrochemical industry.
Must have API 510 and 570 certificates; API 653 or 936 are highly desirable.
Possess a good understanding of NDE techniques and applications (UT, RT, PT, AUT, PAUT)
Must be a proactive and independent worker capable of integrating with a self-directed team environment, with the ability to prioritize and manage multiple tasks simultaneously.
Possess excellent communication, analytical, and problem-solving skills, be able to work with people and lead teams.
Must be able to pass all the physical requirements and be able to wear a respirator, work at elevated heights and in a confined space.
