ECS is seeking a
to work in our
Develop, coordinate, monitor, analyze, and evaluate the status of the PEO Antiterrorism (AT) program AR 525-13 and Operations Security (OPSEC) Program AR 530-1.
Coordinate and synchronize Antiterrorism and OPSEC with related plans (7) including threat collection plans, information security plans, crisis management plans, terrorist response plans, weapons of mass destruction response plans, mass casualty plans, emergency management, program protection plans, and physical security plans.
Monitor (weekly) the effectiveness of Antiterrorism and OPSEC programs in standalone facilities (SAF) and program offices aligned with the PEO and provides oversight and evaluates (weekly) the adequacy and effectiveness of the overall PEO Antiterrorism and OPSEC Programs and systems, to include off-site subordinate SAFs.
Assess the readiness of SAFs, and PM offices, and monitor response forces to deter and withstand terrorist attacks.
Participate as the Antiterrorism and OPSEC expert at all Threat Working Group (TWG), Force Protection Executive Committee (FPEC) monthly meetings and shall develop issues for presentation to the FPEC, once approved by the Government G2.
Assist in the planning, development, synchronization and execution (as required), of the annual Antiterrorism training and exercise program and shall assist in the oversight of Antiterrorism Level II and OPSEC Level I training for the PEO.
Conduct Antiterrorism and OPSEC assessments of PEO contracts and provide recommendations to the PEO contract requiring activity.
Assist in the development, coordination, obtaining approval of, and dissemination of Antiterrorism and OPSEC related plans that provide standards, policies and procedures and provides guidance on defensive measures that reduce or eliminate vulnerabilities of individuals and property to acts of terrorism.
Assist in the initial development and annual maintenance of crisis management plans and guidance for reacting to terrorist attacks and conduct approximately 15-25 (depending on OPTEMPO), AT/OPSEC reviews of documents and websites for approval for public release.
Assist in the management of the Core Vulnerability Assessment Management Program (CVAMP) and Combating Readiness Initiative Fund (Cbt-RIF) for the PEO.
Serve as the technical authority on CVAMP policies and operations and shall be thoroughly trained in and is accomplished for the CVAMP execution and AT risk management.
Study and interpret (approximately 10-15 annually) directives, regulations and policies of higher echelons, as well as policies, procedures, organizational structures, and resources to ensure subordinates consider all foreseeable problems in developing mitigation strategies and provide input to the PEO G2.
Conduct coordination and liaison with subordinate organizations, local law enforcement, and federal law enforcement agencies in order to provide a comprehensive analysis of threat data, war gaming of potential terrorist threats and a list of options and/or recommendations to counter or minimize the threat.
Serve as the PEO focal point for policies and procedures governing AT and OPSEC requirements and resourcing.
