The Reliability Engineer (RE) provides leadership within Production Teams through long-term problem solving by identifying threats, assessing risk, and collecting and analyzing performance data to drive the Site to a more proactive and generative culture. Focal point for Manage Equipment Care (MEC) process including Life Cycle Cost Analysis. Production unit focal point for Manage Threats and Opportunities (MTO) work process.

No direct annual budget, however, drives project, TA, and expense budgets by leading the Production Team Reference Plan process to understand risk and ensure that affordable and sustainable mitigations are implemented at a competitive cost. Knowledge of Solomon benchmarking to drive continuous improvement. No regular direct subordinates; mentors new team members and/or PTSE role. Will supervise interns as available and applicable. Responsible for development of competitive and affordable multi-year Capital Budgets of the assigned Production Teams.

What is the role

Accountabilities (Results, Behaviors and Team Growth)

Champions the Manage Equipment Care (MEC) work process by:

Uses Solomon benchmark data to develop discipline gap closure plans.

Facilitates the creation and updating of the overall Asset Care Plan.

Maintains alignment between the equipment and Asset care plans.

Coordinates and facilitates the Asset Care Plan development and refresh.

Facilitates the multi-discipline optimizations of equipment care plans.

Facilitates the Asset level optimization, benchmarking with similar Assets and development of the Asset spend profile.

Supports the T/A event manager (TEM) accountability as outlined in T/A Standard and Manual Section 2.3.3 by working with the Production Team to collect scope for T/A events.

Leads the post outage reviews of the equipment care plans.

Ensures all updates in RCM, RBI and SIS are incorporated to the Asset Care Plan.

Agrees with the environmental manager the criteria for introducing equipment that will reduce energy usage/emissions.Champions the Manage Threats and Opportunities (MTO) work process to assure:

Teams are identifying, prioritizing, and mitigating the appropriate threats,

Threats are created using a causal reasoning approach through use of the Five Causal Reasoning Questions (5CRQs),

Trains new team members on the use of MTO and work process, and

Regular risk assessment meetings are conducted.GUS (Global Utilization System) focal point as assigned. GUS focal point responsibilities include:

Collecting of the monthly unplanned and planned downtime

Reviewing the with stakeholders for accuracy on a monthly basis

Entry of data into the global system

Reporting of monthly performance to the site including Site Leadership and Production Teams.

Leader of the annual business planning process for their assigned Production Team.Analyzes reliability performance data and provides as needed to site personnel for Project Forms, Asset Master Planning, risk assessments, etc.Collects and analyzes reliability data, maintenance costs, and SAP data to identify trends and opportunities.Actively uses the Reliability Engineering Principles and has the ability to discern appropriate application of:

Reliability Centered Maintenance (RCM)

Failure Modes and Effects Analysis (FMEA)

Reliability Block Diagram (RBD)

Life Cycle Cost Analysis (LCCA)

Weibull Analysis

Crow-AMSAA Analysis

Pareto Analysis

MEC Role in conjunction with MEC focal point: Owns the Production Team Capital budgeting process including itemized projects in the Capital plan with budget estimates based on defined scope. Manages spending forecasts and multi-year planning for Capital using the MTO database. Must be capable of providing business cases based on risk for large capital projects that will require the execution from the projects organization. Leads the Monthly Reliability meeting by interfacing with the Production Teams to determine new threats, drive continuous progress on existing threats, identify bad actors, and facilitate multi-disciplinary teams. The RE is expected to share specific metrics with the Production Team to evaluate performance. Actively participates in informal meetings to help create clarity and ensure a reliability/causal mindset is included in the conversation as well as in the interim and long-term mitigations. Responsible for facilitating and coordinating Reliability studies with Projects & Technology (P&T) and Safety, Environment and Asset Management (SEAM). These studies can vary in frequency based on Production Team and Turnaround (T/A) cycle throughout the tenure of the RE role. Actively participate in the RCM work process, including RCM Living Program, and its role in developing optimized, long-term strategies for reliable Asset Management. Facilitates learning for repeat failures and events. Demonstrates productive advocacy and inquiry skills under substantial opposition. Compliance with all mandatory training and process safety commitments. Supports Infrastructure program management by providing facilitation of asset category CAPEX spending plan generation. Utilizes MTO work process to assign risk and prioritization to the Infrastructure program. Contributes to a robust 5-year Capital plan by developing Tactics to address top MTO threats and other strategic initiatives inline with Production Team Reference Plan and Infrastructure Program.

Responsibilities (Results, Behaviors, Team Growth and Assurance)

Lead MEC work process measured against 1Q operational availability and 1/2Q maintenance index; accountable for understanding the gaps and leading discipline teams to develop gap closure plans.

Knowledge of project management to drive MEC implementation per schedule.

MEC implementation will require a culture shift towards co-accountability across disciplines and Technology to drive a cost competitive care strategy that delivers the required Operation Availability.

Assures that all members of the Production Team are trained in and are actively using MTO to identify, assess, and prioritize threats.

Links the different facets of Reliability (MTO, Bad Actors, RCM, etc.) into one consistent strategy. Ensures alignment and progress of this strategy within the Production Teams via the Production Team Reference Plan.

Champion for Causal Reasoning within the Production Team:

Lead and participate in Level 1, 2, or 3 Causal Investigations focused on Health, Safety, Environmental, and Reliability Incidents, including bad actors. All REs will obtain Level 2 facilitation certification, with an expectation that each RE will participate in 2 investigations per 12 months to maintain skill set.

Provide daily support and challenge to the Production Team to define problem statements and take a causal approach to determine the “why” behind the defined problem statements. Test that defined mitigations/solutions address the root cause of the problem.

Actively participate in department and site level safety initiatives in an overall effort to achieve a goal of zero injuries, including weekly staff safety engagements, monthly staff safety meetings, field safety engagements, and Production Area safety walks.

Networks & Team Membership:

Identified the key networks & teams that this role interacts with to deliver results

Assigned Production Team: The RE must develop a working relationship with all members of the Production Team, including Operations, Maintenance, and Discipline Engineering support members.

Site Leadership Team: The RE will commonly interact with the Site Leadership Team to provide detailed information regarding business planning and Site reliability events (unplanned or planned downtime, Big Hits, etc.).

Key Challenges:

Identified the key challenges associated with the job.

Influencing and enabling others to perform their work will allow for the RE to engage in high impact work. Examples include having the Production Team members updating the MTO database on their own and maintaining ownership of their threats.

The RE must be able to prioritize a high workload within the production team and help prioritize and coordinate the production team’s worklist (i.e. FIM, MTO, etc.). This person must be able to work at all levels of the organization and have the appropriate skills to influence others.

What we need from you

Requirements:

Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.

Bachelor's degree in Engineering

Minimum Seven (7) years of related Manufacturing Industry experience, Petrochemical or Refinery experience preferred.

Related experience in reliability maintenance (including at a minimum causal learning/failure analysis and understanding of execution processes (turnaround and routine maintenance).

Knowledge of the concepts of Risk Assessment, Reliability Centered Maintenance, Management of Change, and Causal Learning.

Strong trouble-shooting and analytical skills.

Lead peer groups of multi-discipline teams

Experience with fact-based decision-making and root cause analysis.

Strong verbal and written communication skills with the ability to interface with personnel from diverse backgrounds at all levels of the organization.

Demonstrated skill of working with teams to achieve a common goal.

Strong organizational skills with the ability to balance short and longer term reliability initiatives.

Models proactive and effective problem solving and decision making skills.

Can diagnose and present complex topics in a simple and understandable way.
