Research Engineering Scientist Associate I
Candidate will: Conduct PST field investigations to determine compliance with 30 Texas Administrative Code (TAC) Chapter 334 using Texas Commission on Environmental quality (TCEQ) checklists. Pre-investigations Conducts and leads technical inspections, surveys, follow-up investigations as needed, and studies; prepares reports. Completes required checklists and documentation for data entry of investigations into the TCEQ’s compliance database. Reviews file for data entry accuracy and makes necessary corrections. Serves as expert witness at TCEQ hearings. Performs other duties assigned. Qualifications: Bachelor’s degree in field of assignment. Preferred: Experience in natural or physical science, engineering, environmental studies, environmental law, criminal justice, or related field. 1 year of full-time experience in the field of environmental and/or paralegal activities directly related to the examples of work performed may be substituted for each year (30 semester hours) of the required education and 1-year experience in data analysis, environmental quality management, public utilities, business administration or a related field. Solid working knowledge of the principles and methods of field investigation; basic rules of evidence; TCEQ and Environmental Protection Agency rules and regulations related to petroleum storage tanks, including 30 TAC Chapter 334: Underground and Aboveground Storage Tanks, Texas Water Code, Chapter 26, and Code of Federal Regulations Title 40; and Word and Excel. Skill in conducting inspections of both physical facilities and records; determining proper courses of action; performing basic data entry skills; managing time and assignments to meet deadlines; and operating a motor vehicle in a safe courteous manner in compliance with traffic laws. Ability to follow all applicable institutional standard operations and procedures, project related safety standards, and institutional paper and electronic file management requirements; learn, remember, and integrate complex concepts, difficult procedures, or complicated processes; communicate verbally with clients/customers to gather information &/or explain policies/procedures; routinely record information such as correspondence, reports, and other documents, conduct interviews and record information, prepare case narratives, or prepare other lengthy documents using handwritten or mechanical means; read with attention to details; hear and understand speech to interact with coworkers/clients/customers on a routine or frequent basis (with use of amplifying equipment/hearing aids, if necessary); work independently in home and remote offices; and work professionally and cooperatively in a team environment.
