Tax Law Specialist, GS 14
Duties: The candidate will plan, conduct, and lead audit examinations of the most complex domestic and foreign pass-through entities with US source income to ensure uniformity in the determination of their federal tax liability. Will advise and assist the Practice Area Director or delegates regarding the interpretation and application of Internal Revenue Code, Treasury Regulations, Federal Court cases, and administrative guidance as related to pass-through entities. Serve as coach and mentor and will collaborate and coordinate with other experts, revenue agents, counsel, appeals, management, and external stakeholders to ensure high-risk pass-through tax compliance issues are identified. Apply audit concepts, techniques, and practices to develop facts of complex pass- through transactions. Perform research of complex tax law and business practices for their impact to program compliance as it relates to pass-through entities. Provide feedback for job aids and training materials on pass-through issues, LB&I Practice Units and Knowledge Base Library, recommend changes to the tax forms and the development of guidance. Maintain expertise through continuous learning to facilitate and coordinate the identification, development, and resolution of pass-through issues. Provide feedback and develop technical content, training materials, and other resources to share knowledge on pass-through entities and ensure consistency throughout Agency. Attend meetings and conferences with both internal and external stakeholders, meet with taxpayers, their representatives and members of professional associations to discuss pass-through issues, answering inquiries in a prompt and responsive manner. Participate in project assignments, LB&I campaigns, solving problems, identifying actionable events, meeting milestones and deadlines and time frames for completion. Ensure that the organization's strategic plan, mission, vision, and values are communicated and integrated into the Practice Area and LB&I goals, work products, and services.
