This position provides regulatory and compliance environmental support to Shell Deer Park. The position support unit environmental engineers in delivering regulatory and company environmental training and applies requirements across multiple process units. The position educates and partners with plant personnel, community members, and regulators to create and implement innovative solutions to achieve extraordinary environmental performance.
Dimensions:
The position has site-wide programmatic scope and influences Shell personnel, contractors and incident investigation teams. There are no direct reports, and minimal discretionary spend authority associated with the position. The Environmental Engineer provides air, water and waste regulatory support for compliance and permitting, program development, agency interface and reporting for Shell Deer Park. This position helps deploy site environmental compliance processes and actively engages all levels of the workforce across the Operations, Maintenance, and Projects teams to enable continuous improvement.
Accountabilities:
Provide hands-on environmental support to plant personnel across the Deer Park site including regulatory and Shell Group standards
Monitor site performance against permit and other regulatory requirements and identify opportunities to continuously improve
Communicate and ensure alignment with process units on permit and compliance requirements.
Perform emissions calculations and understands the impact of various operating conditions on
emissions.
Be an environmental focal point for environmental guidance, communications, and questions for the operating and maintenance organization
Prepare agency incident reports, maintenance notifications, periodic reports, and enforcement responses for agency submittal
Support the environmental department in reviewing and updating departmental databases for completeness and accuracy
Participate in 24-hour on-call rotation to determine reportable quantity releases and report incidences to appropriate regulatory agencies within required timeframes.
Interacts with external regulatory agencies and auditors.
Provide turnaround support by preparing environmental impact statements and ensuring environmental issues are adequately addressed
Create, develop and implement projects, programs, and assigned initiatives
Develop and implement operator environmental tools to proactively monitor compliance
Evaluate environmental incidents, which includes calculations, ranking, and classifying all emission events
Support preparation and maintenance of agency documents such as air permits, emission reports, incident reports, variance petitions, and other surveys
Perform emissions calculations and understand the impact of various operating conditions on emissions
Assist in the selection of air pollution control technology for new or modified equipment
Understand management systems and work with operations, maintenance, and engineering teams to deliver programs that fulfill requirements and deliver performance results
Review, interpret, and clarify regulatory and legal requirements applicable to Deer Park, and takes initiative to ensure site programs comply with requirements
Assist in the delivery of environmental training to address regulatory and Shell Group standards, site environmental policies, programs, and procedures
Analyze site environmental data and trends, communicates results, and recommend interventions to improve performance
Conduct field reviews, audits, and investigations
Assess change in method of operation or modifications for environmental regulatory impacts, i.e. NNSR.
Respond to agency enforcement actions by providing quality information in a timely manner.
Manage change within assigned process areas in accordance with site and department procedures.
Monitor, track, and update environmental incidences within the site tracking systems
Implement process unit environmental testing requirements and coordinate all activities related to source testing as required.
Perform assigned air, water, and waste environmental tasks
Support some emissions calculations for emissions events, emissions inventory, TRI inventory, rule, MSS and permit compliance, etc.
Participate in spill, release, and emissions event/incident investigations as assigned
Participate in agency inspections/investigations/audits and assist with preparing responses as assigned.
Assist water engineer with NPDES/TPDES regulations, permitting, and compliance and preparing monthly DMRs; groundwater remediation rules and activities; and, drinking water rules and regulations
Support waste engineer in RCRA, DOT, and TX waste regulations, permitting, and compliance; preparing waste profiles, waste manifests and annual waste summary reports; and sampling/testing, characterization/classification, and disposal of all waste
Manage, review, and summarize data associated with internal and external reporting
Responsible for any environmental tasks that may be assigned to manage environmental department workload and site environmental compliance
Skills and Requirements
What we need from you -
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Minimum of 7 years experience in Environmental within a petrochemical or refining manufacturing facility.
Experience in interpreting and implementing environmental regulatory requirements
Experience with obtaining or renewing operating permits (ie. CAA, NPDES, PSD, NSR, Title V)
Experience in directly interfacing with state or federal regulatory agencies
Degree required: BS in Engineering or Sciences
Certifications Required: None specified
The candidate should also have excellent verbal and written communication skills and possess the ability to work independently and collaboratively.
Good interpersonal skills and a high degree of work organization are expected.
Proven capability to learn and understand complex requirements
