JOB INFORMATION

The IT Infrastructure and Architecture Risk Lead is a leadership position reporting directly to the Head of Technology Risk in the Operational Risk Management (ORM) division. This position will constitute the core of the independent 2nd line oversight of all IT infrastructure and architecture risks for Fannie Mae. This position will identify, assess, measure and monitor the company's IT architecture and application development risk as well as coordinate with both ORM functional groups (e.g., ORM Governance, ORM Risk Analytics, etc) and Enterprise Risk Management Functions to delivery against the risk agenda.

Responsibilities include:

Governance

Conduct 2nd line of defense oversight activities associated with IT infrastructure and architecture risk, including hardware asset management, infrastructure control testing design, infrastructure change management, infrastructure resilience, cloud-based infrastructure, infrastructure technology service providers, and mobile/end-user technology. Ensure there is a defined enterprise architecture standard for infrastructure. Oversee enforcement of any IT infrastructure and architecture risk policies (e.g., capacity planning policy or standards that applies to shared and distributed environments, networks, storage, database management) and participate in policy exception and material risk acceptance decisions Confer with counterparts at regulatory agencies to understand the agency/s concerns, implement new risk management regulatory requirements and drive any risk management regulatory remediation efforts related to IT infrastructure and architecture risk Serve as a liaison for internal and external auditors for any IT infrastructure and architecture related 2nd line risk management activities

Risk Oversight

Lead the definition of risk strategy and appetite for IT infrastructure and architecture in partnership with counterparts in the 1st line of defense Oversee and independently challenge any IT infrastructure and architecture risk identification and assessment outputs from the 1st line of defense Participate and provide independent subject matter expertise in IT infrastructure and architecture specific scenario analysis Conduct targeted independent assessments of the company's IT infrastructure and architecture risks based on external insights, thematic reviews if required Provide robust and continuous monitoring of technical monitoring capabilities, capacity issues, technology obsolescence, etc. Ensure any IT infrastructure and architecture related issues are appropriately identified, tracked and remediated as well as opine on remediation plans and outputs Sets requirements for IT infrastructure and architecture risk reports, monitor adherence to thresholds and escalate breaches to the appropriate governance bodies Review first line risk reports and challenge conclusions and business decisions from a IT infrastructure and architecture risk perspective Act as the point-of-contact/advisor for the businesses for any IT infrastructure and architecture risk management oversight related questions and issues

Risk Measurement

Drive technology risk quantification and predictive analytics and champion continuous enhancement to tools such as risk appetite, scenario analysis, operational risk models and developing out key risk indicators

Others

Drive for operational and technical excellence, including implementing options to reduce cost and risk simultaneously (e.g., lean & quality management)

EDUCATION

Bachelor's Degree or equivalent required

MINIMUM EXPERIENCE

10 years of related experience

SPECIALIZED KNOWLEDGE & SKILLS

10 -15 years of experience preferred Bachelor's degree required; Master's degree preferred in IT/IS/Computer Science Mortgage experience a plus Experience in risk quantification methodologies Relevant work within a top financial services, capital markets, insurance, or regulatory organization in a architecture or application development capacity Demonstrated ability to function in this role in a large and complex organization. Demonstrated strong leadership, planning and managerial skills, with long-term potential to contribute broadly at the executive level. Strong project management skills. Empowers others, builds confidence, and demonstrates a positive and energizing style Excellent communication, relationship management and interpersonal skills CISA, CISSP, CRISC and/or OpenFAIR certifications preferred.
