Program Manager

For GS-05: The candidate must have 3+ years of general experience that includes one year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following: 1) Manage files of programs; 2) Gather data to retrieve the status of programs; and 3) Utilize system to input program information.

For GS-07: The candidate must have 1+ year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Develop reports on program to submit to management; 2) Modify information in system to keep program information current and 3) Organize data to submit to management for decision making.

For GS-09: The candidate must have 1 year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Develop recommendations to improve program operations; 2) Monitor programs to ensure compliance with policies and procedures; and 3) Advise personnel on program management.

For GS-11: The candidate must have 1 year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Manage program budget in accordance to policies and procedures; 2) Analyze effectiveness and efficiency of program; and 3) Coordinate program information with personnel.

For GS-12: The candidate must have 1 year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Brief management on program status, policies and procedures; 2) Answer data calls and inquiries on program policies and procedures; and 3) Determine requirements of program to develop goals and objectives.

For GS-13: The candidate must have 1 year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Execute programs in accordance to plans; 2) Develop solutions to program issues; and 3) Develop goals and objectives to accomplish mission of program.

For GS-14: The candidate must have 1 year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpret regulations and directives to determine impact on programs; 2) Modify program policies and procedures based on changes to regulations; and 3) Research ways to eliminate program bottlenecks and barriers to production.

For GS-15: The candidate must have 1 year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Oversee the implementation of programs; 2) Develop plans based on program requirements; 3) Oversee the allocation of resources based on program requirements; and 4) Develop policies and procedures in accordance with mission of program.

Education: May substitute education for experience in the following situations:

For GS-05: Should demonstrate successful completion a four year course of study leading to a Bachelor's degree.

For GS-07: Should demonstrate successful completion of one full year of graduate level education OR have successfully completed a Bachelor's degree with superior academic achievement.

For GS-09: Should demonstrate successful completion of a Master's or equivalent graduate degree OR have completed two full years of progressively higher graduate level education leading to a Master's degree OR have obtained an LL.B. or J.D. that is related to the position being filled.

For GS-11: Should demonstrate successful completion of a Ph.D. or equivalent doctoral degree OR have completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR have obtained an LL.B. or J.D. that is related to the position being filled.
