Legal Counsel
The candidate works with the Chief Legal Officer and the Deputy General Counsel of the Chicago Teachers’ Pension Fund (Fund), reports directly to the Deputy General Counsel and is responsible for day-to-day duties pertaining to: collection of pension overpayments, litigation, benefits administration, policy writing, research, and additional projects as assigned, providing counsel and representation to the Fund and to its Board of Trustees. Oversees recovery of pension overpayments, which may include: issuing subpoenas, investigating leads, sending demand letters and overseeing or participating in related litigation. May present to CTPF Board regarding the same. Advises and works with various departments on matters pertaining to health care, tax, benefits administration, communications, human resources, employer reporting, and compliance, as necessary. May assist with review of legal documents submitted to CTPF for benefits administration purposes including: wills, trusts, small estate affidavits, power of attorney documents and other third party authorizations, and/or Qualified Illinois Domestic Relations Orders (QILDROs). Drafts legal correspondence, memoranda, affidavits, and other legal documents. Under the supervision of the Deputy General Counsel, may prepare presentation materials and/or present to Board of Trustees and/or Fund staff on legal processes relating to benefits administration. Develops written materials for same. Works to evolve and improve benefits administration legal processes which may include statutory research and relationship forming and collaboration with reciprocal fund attorneys. Drafts CTPF policies as assigned and works with paralegal and communications to finalize and post assigned policies. With assistance from paralegal, oversees CTPF’s notices of felony convictions and related benefit locking procedures. Supports the Deputy General Counsel and/or Chief Legal Officer and may serve as a CTPF representative in administrative hearings, including hearing preparation. Represents CTPF as needed and as assigned in litigation matters. Works with the Chief Legal Officer and Deputy General Counsel in monitoring litigation and discovery requests and in responding to the same. Works with Paralegal to respond to Fund’s Freedom of Information Act (FOIA) requests. May provide assistance with contract review and negotiation as needed. Participates in legal team meetings and is an overall active team member, contributing to the success of the department. Additional duties or projects, as needed and as assigned by the Chief Legal Officer and/or Deputy General Counsel. Juris Doctorate from an accredited law school is required. Should have 2+ years of experience in a related field. Background experience in any of the estate and probate, collections, family law, tax, and/or litigation is a plus. Previous government, public retirement plan, ERISA, or similar legal experience is preferred. Must be licensed and in good standing with the Illinois State Bar, or eligible for licensure through reciprocity or the in-house exemption.

Note: 35 hours week.
