Acts as liaison between the Project Management team and technical disciplines involved with projects and serves as the subject matter expert and primary point of contact for the management and coordination of all technical aspects of the project. Ensures that engineering is complete, accurate and constructible for all elements of a project's scope. Oversees contractor's engineering performance and coordinates all contractor and owner's engineering interfaces in addition to ensuring projects are completed according to project construction drawings and in accordance with project specifications, quality and performance requirements. Focus of role may be in one of five areas: design/construction of transmission line facilities, design/construction of transmission and distribution substation facilities, design/construction of civil and structural aspects of transmission lines and substations, design/construction of relay protections components in substation facilities, or design/construction of relay settings in transmission and distribution substation facilities.
Manages the engineering and technical consultants contracted for capital projects. Participates in contractor/vendor selection process with a specific goal of assessing engineering experience, competencies and capability. Assures that all firms solicited to provide engineering services are duly licensed in the state of the project. Assists Contractors and Vendors during design and construction to resolve technical inquiries, and interface issues. Manages the review of engineering and design to assure compliance with the contract, permits, codes, and utility design standards and supports the operations and maintenance goals of the project. Coordinates with the Project Manager and project team to ensure that the contract requirements are applied during construction to achieve a 'fit for purpose' outcome.
Coordinates with the Project Team to ensure that design is executed in accordance with codes, specifications, schedules and good engineering practice. Coordinates reporting and disposition of all RFIs. Contributes to the development of project deliverables as necessary during each step of the Stage Gate Process.
Serve as Subject Matter Expert (SME) for Entergy in their respective focus area of responsibility: makes decisions during all stages of the transmission project development and execution associated with focus area including schedule and coordination of project deliverables, support during testing and commissioning, troubleshooting and assisting field personnel with analysis and mitigation techniques and ensuring installations and construction by internal and/or external contract partners are in accordance with Entergy Standards and Specifications.
Maintains drawings and design documents in conjunction with leadership. Performs and manages document reviews of drawings and specifications. Ensures all documents generated on the project are stored in designated repository at closeout. Follows change control process for any potential design changes. Reviews all vendor drawings and documents received during the execution of the project for conformance to the contract.
Participates in the inspection activities as agreed with the Contractor. Provides technical support during construction and start-up on an as needed basis. Assists Project Team with coordination of training of contract personnel.
For specific focus areas, responsible for the above plus the following: for _Transmission Line Design _focus area, responsible for physical design of transmission line facilities including approval of PLS-CADD Models, Staking Sheets, Plan and Profile drawings, transmission line structures and foundation designs, procurement of vendor equipment, and support during transmission line construction and ensuring transmission line facilities engineered/procured/constructed are in accordance with Entergy standards; for _Relay Design_ focus area, responsibilities include approval of operational one-lines, panel layouts, A/C and D/C Calculations, Optical Budget Calculations, procurement of vendor equipment, and support during construction; for _Relay Settings Design_ focus area, responsibilities include performing engineering design and project management work using knowledge of relay settings templates and settings calculations sheets associated with Transmission Line Protection, Bus Protection, Capacitor Bank Protection, Power Transformer Protection, Auto Transformer Protection, and Medium Voltage Feeder Breaker standards; for _Substation Design_ focus area, responsibilities include approval of one-lines, electrical arrangements, ultimate arrangements, grounding studies, lightning protection studies, procurement of vendor equipment prints, and support during substation construction; and for _Civil/Structural Design_ focus area, responsibilities include all civil and structural aspects of Substation and Transmission Line design, civil development of substations, foundation and structural design of transmission line and substation facilities.
Minimum education required of the position
Bachelor's degree in Electrical Engineering or other engineering discipline with relevant experience. Advanced degree in engineering is required particularly for the Relay Settings Design focus area.
Minimum experience required of the position
7+ years of engineering experience of relevant direct experience in one of the five focus areas (i.e., design/construction of transmission line facilities, design/construction of transmission and distribution substation facilities, civil/structural design of transmission line and substation facilities, relay protection design of substation facilities, or relay settings design in transmission and distribution substation facilities).
Desired: Minimum of 10 years of relevant experience within an engineering services company or electric utility.
Minimum knowledge, skills and abilities required of the position
Knowledge of engineering fundamentals. Knowledge of the practical application of engineering science and technology to transmission line and transmission/distribution substation design and construction. This includes applying principles, techniques, procedures, and equipment to the design of transmission/distribution lines and substations. Knowledge of materials, methods, and the tools involved in the design, construction or repair of transmission/distribution lines and substations. Critical Thinking -- Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Complex Problem Solving -- Identifying complex problems and reviewing related information to develop and evaluate options and implement solution
