Senior Program Director, International Labor
The candidate will be responsible for: Provide technical subject matter expertise to inform all elements of overall project design and implementation across all outcomes, including: Support institutional, judicial, regulatory, legislative, policy, and procedural labor research and analysis related to project activities; Support the design and drafting of legal labor instruments, as needed, for project activities; Oversee the design, coordination, and implementation of labor capacity building, labor stakeholder outreach, and other labor-focused training and stakeholder engagement activities; Where applicable, provide technical guidance to inform all components of evaluation design and implementation, including: evaluability assessment; instrument design and review; report review; Oversee technical elements of project documents, reports, and eventual project evaluations; In consultation with the Associate Director of Operations, Senior Program Manager, and Senior Project Coordinator, assist in the troubleshooting of project operations issues, including but not limited to client relations, contractual, financial, personnel, and compliance matters. Support the identification and pursuit of new business opportunities in the area of international labor by: Developing new and cultivating existing relationships for the creation of new business opportunities. Provide technical assistance in the area of international labor to support full cycle proposal development, working closely with relevant personnel to: Participate in brainstorming and project design meetings and exercises; Review, edit, and provide substantial comments on technical proposal sections; Collaborate with the International Recruiter to identify and recruit key and non-key staff. Must have JD or MA/MS in International Economics, Political Science, International Relations, or a related technical discipline. Should have 15+ years of experience in program design and implementation of donor-funded international labor programming and/or in international labor-related advocacy, teaching, researching, or policymaking. Must have proven understanding of government contracting, particularly with USAID, DOL ILAB, USDA, and other USG agencies. Prior experience writing technical approaches for proposals for USAID, DOL ILAB, USDA, or other international development donors. Fluency in Spanish is highly desired.
