Director of ASUM Transportation

. The Director is responsible for overall management and administration of the UDASH Transit System and represents ASUM’s positions on transportation issues to the community and within the university. This position will supervise the ASUM Sustainability Coordinator, operations staff, administrative staff, and drivers. The Director is responsible for the organization’s compliance with all relevant state and federal law, terms and conditions of grant awards, and university policies. The director is responsible for all capital planning and purchases. The director, in coordination with the ASUM accountant, is responsible for the long-term and day-to-day financial management of the department. The director, in partnership with the sustainability engagement coordinator, is responsible for designing and deploying education and outreach programs.

The Director will oversee all operations of the ASUM transportation office, including the following responsibilities:

Hires and supervises transit operations staff

Ensures all aspects of transit operations are adequately resourced

Develops employee and rider policies; refers rider conduct violations for enforcement as necessary

Manages vendor relationships with vehicle manufacturers, equipment providers, and professional services providers

Leads service planning for UDASH transit

Maintains current knowledge on all relevant Federal Transit Administration circulars and policy guidance.

Ensures transit operations, financial procedures, capital purchases, and facilities management comply with federal regulations

Completes monthly and annual reports to the National Transit Database

Completes internal UM reports for compliance with university policies

Ensures one-time and cyclical reporting for grants is completed in a timely manner

Researches grant opportunities and writes and submits grant applications for complex state and federal funding opportunities

Prepares fleet replacement plans

Works with ASUM leadership and UM administration to plan for large capital projects on a cyclical basis

Stays current on the state of transit bus manufacturing

Prepares bid specifications for new transit bus purchases

Manages transit bus orders from configuration and contracting stages

Works with Mountain Line to implement joint facility plans

Prepares annual budget requests, projects revenue, and identifies operating expenses necessary to support transportation programs

Prepares procurement requests for goods and services

Processes invoices and credit card receipts for department

Ensures timely completion of payroll and other HR processes

Cultivates and maintains relationships with other transportation service providers and community partners in the Missoula area

Reflects an awareness of the complex nature of parking and transportation on campus and strives to balance user needs

Represents ASUM on internal and external boards and commissions as needed

Co-supervises sustainability engagement coordinator

Designs incentive programs to encourage the use of active and sustainable transportation modes

Educates students, faculty, staff, and visitors about transportation options

Ensures a robust presence at new student orientation, career fairs, sustainability fairs, and other campus and community events

Works with Parking Services department to design and implement transportation demand management strategies

Works with department staff to oversee bike rental program and oversees bike registration program and biking-related infrastructure

Advises campus partners on infrastructure projects

Plans and conducts walk-audits and other tools to raise awareness of transportation issues

Advises campus administrators on emerging mobility programs and technologies.

Position Details

Position is full-time, 1.0 FTE, MUS Contract and includes a comprehensive and competitive benefits package

including Insurance package, mandatory retirement plan, partial tuition waiver, and wellness program.

Salary for this position is $59,000 - $64,000 per year, commensurate with experience.

Required Qualifications

Bachelor’s degree level education in the area of transportation systems/planning and/or business management.

Ability to effectively communicate, both verbally and in writing, with college students, University administrators, City Transportation managers and government agencies.

Ability to work with Microsoft Word, Excel, online email and calendaring and research.

Preferred Qualifications

Two to five (2-5) years’ work experience in program management preferred, preferably with a non-profit program.

Work experience with public transportation and federal requirements and regulations.

The Office of Transportation was started in 1999, when students became frustrated with the limited transportation options on campus. The students voted to enact a fee that would fund a bus service. Although it started out with a 15-passenger van, the ridership was overwhelming and the van wasn't sufficient. Buses were soon integrated, and today our fleet consists of nine buses and four fixed routes.
