The Metropolitan Council, a regional policy-making body that has guided strategic growth of the Twin Cities’ seven-county region for nearly 50 years, is seeking a Director of Equal Opportunity to lead the Council’s efforts to pursue the advancement of equity throughout the Council’s work in the region and within the organization. This senior level position serves on the Council’s executive team and directs the Equal Opportunity (EO) program which includes Affirmative Action and Equal Opportunity plans, discriminatory harassment complaint resolution, employment practices review, and business inclusion programs. The Director of Equal Opportunity is responsible for the development and administration of Council-wide policies, programs and procedures to guide successful accomplishment of equal opportunity priorities. The Director of Equal Opportunity serves as the primary advisor and subject matter expert to the Regional Administrator, management officials, and employees regarding equal opportunity and affirmative action.
The Metropolitan Council was created as a “regional solution for regional problems” and is governed by a 17-member policy-making board that provides essential services and infrastructure for Minnesota’s largest metropolitan area, including the cities of Minneapolis and Saint Paul. The Council’s core services include public transportation, regional wastewater treatment, community and park planning and housing. The seven counties in the Council’s Twin Cities metropolitan area are Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties. This growing metropolitan area comprised of over 4 million residents and the nation’s 14th largest region, is spread over 8,000 square miles and was established around the Mississippi, Minnesota and St. Croix rivers in east central Minnesota.
The Council’s Regional Growth Plan, Thrive MSP 2040, establishes “equity” and “equal opportunity” as important foundational principles that must be embedded in all activities, including strategic planning and the administration and actual delivery of services, to create a more equitable region. Thrive MSP 2040 helps guide the Council’s policy implementation for Transportation, Parks, Housing, and Water Resources, as well as the comprehensive land use plans for the region’s 180 municipalities.
Because the Metropolitan Council is also responsible for significant policy oversight, the Director of Equal Opportunity must educate, influence, and administer the principles of equal opportunity in all areas within the Council’s purview. Additional responsibilities assigned to the Office of Equal Opportunity include: addressing barriers to employment; establishing affirmative action goals for Metro Transit as required by federal law and policy; assisting disadvantaged businesses; and, coordinating and collaborating with Council leaders. As the primary advisor to the Council’s senior leadership team, this position will assess organization outcomes and develop recommendations to solve equal opportunity challenges. The Director of Equal Opportunity represents the organization’s senior leadership with various Minnesota state agencies, elected officials, and external partners relating to issues of Council diversity and equal opportunity.
The Metropolitan Council seeks a strategic and visionary leader who is team-oriented, possesses exceptional communication skills, and engenders mutual trust and openness with community stakeholders in the region and among all levels of the Metropolitan Council organization. The ideal candidate must be adept at building partnerships and articulating the benefits associated with implementation of EO policies in pursuit of a more equitable region and diverse workforce. The ability to collaborate, plan project implementation, resolve conflicts, and demonstrate the highest levels of personal integrity, confidence and courage to raise important issues are important factors to be selected for this position. Familiarity with Title VI and VII of the Civil Rights Act, the Minnesota Human Rights Act, Titles I and II of the Americans with Disabilities Act, and the Minnesota Government Data Privacy Act will be an advantage.
The Director of Equal Opportunity reports directly to the Regional Administrator and is responsible for overseeing an annual budget of over $1 million and eighteen employees. The position requires a bachelor’s degree; and at least ten years of progressively responsible experience administering or directing Equal Opportunity, Diversity, or Affirmative Action programs with at least five (5) years in a leadership/management position. The ideal candidate will have previous government or public-sector experience in a complex organization with an inclusive and diverse work environment. A candidate’s level of experience in developing and implementing affirmative action plans and employee diversity and business inclusion programs will be an important consideration in the selection process.
