The incumbent will perform phlebotomy, accession specimens, and performs other procedures necessary to ensure specimen receipt and handling, and processing to ensure accurate, reliable laboratory results. Works independently organizing and prioritizing workflow. The Medical Technician will be responsible for providing technical support for the following tasks that include, but are not limited to:

\tIndependently prepares samples for testing in the various clinical laboratory sections, such as labeling, centrifugation, decanting, aliquoting, etc.
\tPrepare and determines that appropriate specimens are sent to correct reference lab for testing . - Distribution, storage and delivery of supplies and other materials used for the purpose of phlebotomy and other laboratory services.
\tCleaning and restocking the blood collection room and areas where collection trays and equipment are stored.
\tIndependently performs therapeutic phlebotomy testing in Blood Bank .
\tSkills to recollect patient specimens when determined by the medical technologists to be inadequate or insufficient to meet the test requirements.
\tCollect employee drug screens following proper chain of custody protocol. Independently collects blood cultures following written procedures .
\tPerforms/assists with testing Microbiology testing following procedures and protocols .
\tPerforms/assists with testing in Chemistry or Hematology as assigned by Lead Technologist Instruct patients on the proper collection of clean catch urines, 24 hour urine collection, and semen analysis.
\tIndependently perform and records maintenance, quality control on keyboards, refrigerator and freezers as assigned by Supervisor.
\tIndependently determines the appropriate temperature storage for supplies.
\tRotates inventory when stocking to minimize the waste of supplies and ensure continuous patient care testing.

The incumbent will observe all laboratory safety and infection control practices in accordance with the procedures established by national, regional, and facility policies. Blood sample collection must be performed in the manner described by the College of American Pathologists (CAP) as well as the written guidelines of PLMS.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement:

GS-04: No Time-In-Grade requirement.

GS-05: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position:

MINIMUM QUALIFICATIONS for GS-4:
A. SPECIALIZED EXPERIENCE: Six (6) months of specialized experience with a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.
B. EDUCATION: (Transcripts Required): Successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients; or 1 year of study that included at least 6 semester hours in chemistry and/or biological science.; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled.
C. COMBINATION OF EDUCATION AND SPECIALIZED EXPERIENCE (Transcripts Required): The combined total percentage of education and experience must equal 100%.

MINIMUM QUALIFICATIONS for GS-5:
A. SPECIALIZED EXPERIENCE: One (1) full year of specialized experience with a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.
B. EDUCATION: (Transcripts Required): Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in chemistry and/or the biological sciences.
C. COMBINATION OF EDUCATION AND SPECIALIZED EXPERIENCE (Transcripts Required): More than 6 months of specialized experience with a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled AND education beyond an associates degree with more than 12 semester hours in chemistry and/or biological science course work - only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The total percentage must equal at least 100 percent to qualify an applicant for GS-5. EXAMPLE: The applicant has 8 months of specialized experience, and 80 semester hours of college (20 of which are in chemistry and/or biological sciences). This meets 75% of the specialized experience and 20 semester hours in excess of the first 60 semester hours, (33% of the general education), and 20 of the 24 hours in chemistry and/or the biological sciences (83% of the required major study requirement). The applicant meets 100 percent of the total requirements.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
