Description
The Medicaid, Lead Technology Solutions builds strategic partnerships and manages relationships between IT and the aligned business group(s). The Lead Technology Solutions facilitates guidance to business partners on information technology (IT) solutions, stays current on and leverages industry trends, and challenges business and IT to drive for best outcomes by leveraging the best technology solutions. This is achieved by having a clear understanding of business, its strategic direction, and targeted outcomes along with technology trends both internal and external to the organization. The role serves to develop an integrated view of the Medicaid enterprise using a repeatable approach, cohesive framework, and available industry standard techniques. The Lead interprets and contextualizes strategy for operational needs, develops specific artifacts such as business capability maps, value chains, and value streams to help bridge the gap between strategy and execution, and helps streamline and rationalize the IT enablement process. In addition to developing specific deliverables, views, and viewpoints, the Lead will synthesize and synergize the work of others drawing from disciplines such as strategy development, business analysis, process management, operations, and systems analysis. This role will be responsible for the development, communication and implementation of the Medicaid technology architecture and applications plan, including the components required to support it and in the integration of corporate and business architecture and applications.

Accountable for developing Medicaid Value Chains and sub Value Streams to optimize all delivery to support the IT and Business goals of our Medicaid program.
Looks for opportunities to develop and implement best practice changes across value streams to drive Humana to faster and more streamlined delivery cycles
Builds and maintains relationships with business leaders to understand the business strategy and needs and to advocate technology solutions to deliver results.
Responsible for ensuring cross value chain and value stream dependencies are identified
Describe and document the primary functions of Medicaid and distinguish between customer-facing, supplier-related, business execution and business management functions and build the value chain and value stream
Define the data shared across the enterprise and the relationships between those data
Lead, build, manage, enhance business capability model along maturity / optimization framework to drive enablement of the longer-term roadmap
Stays current on relevant technologies leading efforts to match business needs with best technology solutions.
Ensures Technology investment roadmaps stay relevant and accurately reflect the investment plan and timing for assigned business areas.
Develops, shares, and leverages best practices across IT
Effectively influences key stakeholders, team members, and peers outside of direct control of this role, to deliver optimal solutions in line with the best interests and expectations of the business partner.
Partner in the strategic planning process by providing input to the scope definition of strategic initiatives leveraging capabilities, creating capability Heat maps to provide visibility to impacts, dependencies, overlaps and opportunities. Key Deliverables include (but not limited to): Value Chain and Value stream level Capability Model, Capability Heat maps, Capability Maturity Assessments, Capability Impact Assessments, Capability Health Assessments & Capability Roadmaps
Works closely with solution/technical architects to deliver business architecture artifacts needed for End to End Architecture & Solution Architecture Approach deliverables
Document, articulate and manage the relationships between business capabilities and information technology solutions
Provide in depth business architectural support during program/project solution analysis and design to ensure roadmap align
Required Qualifications
Demonstrated experience tracking and implementing trending technologies to successfully drive business performance
Possess 8 years of progressive experience leading continuous improvement efforts, evaluating existing systems and/or implementing process improvements.
Business Architecture experience
Agile knowledge and expertise
Preferred Qualifications
Master's degree
SAFe Agile knowledge and exposure
Broad Medicaid Industry & Technology knowledge including cloud technologies, automation, and/or AI/Machine learning
Change Leadership - demonstrated success promoting change by helping others to change and removing barriers
Consulting skills - able to assimilate business knowledge and knowledge of internal customer's unique needs/situation. Provide options and tools to make informed decisions.
Analytical skills to evaluate information gathered from multiple sources, reconcile conflicts, distinguish presented user requests from the underlying true needs, and distinguish solution ideas from requirements.
