Associate Counsel. Government Contracts
The candidate will draft, negotiate and management of contracts and subcontracts for the federal government, and understanding aspects of regulatory compliance. Provide leadership in one or more legal specialties and disseminates information on trends and innovations within the specialty. Engage and direct outside counsel to undertake specific and complex work requiring the application of highly specialized legal knowledge. Oversee the completion of projects including planning; assigning, and monitoring; reviewing progress and accuracy of work; evaluating results, etc.. Lead and provide guidance to legal staff including junior Attorneys, Paralegals, Contract Specialists and administrative staff, as required. Consistent exercise of independent judgment and discretion in matters of significance. Regular, consistent and punctual attendance. Must be able to work nights and weekends, variable schedule(s) as necessary. Other duties and responsibilities as assigned. Should have 1-3 years’ experience, including drafting and negotiating federal and/or state government contracts, both working with the GSA schedule and non-GSA contracts and advising clients on government contracts. Should have 0-2 years of experience. Law firm experience preferred. Experience with public proposal development, bidding processes, negotiations, certification and compliance requirements is required. Experience with public contract performance and dispute resolution before Courts and Boards, including ADR is required. Understanding of FAR and companion agency procurement regulations, including the DFARS, as well as other requirements specific to contracting with the government. Knowledge of Defense Security Services, the National Industrial Security Program, the Federal Security Modernization Act and FedRAMP. In good standing with a State Bar is required (preferably Pennsylvania).
