This role sits within the global Legal Projects & Technology Safety, Environment and Asset Management Team (LSPTIP/SEAM). The LSPTIP SEAM Team is a global team, aligned with the Safety, Environment and Asset Management (SEAM) organization, a single, central, globally operating organization within Shell, which supports businesses in safety, carbon, environment and asset management and touches all aspects of Shell’s Powering Progress strategy. LSPTIP SEAM team is a fast-paced, collaborative team that works independently to advise Shell stakeholders on complex safety and environmental issues and risks while leveraging team members’ collective experience.

What’s the role?

This role focuses on providing safety and environmental (S&E) legal support across the range of Shell’s businesses and functions in the UK. It offers a unique opportunity to develop in a SME role and work on a diverse range of safety and environmental matters from board level to front-line operations and so contribute to the implementation of Shell’s Powering Progress Strategy and Shell’s core value of focusing on safety.

The role will involve providing specialist S&E support to a range of colleagues in the UK businesses, the HSE and other functions and also providing specialist support to other lawyers in Shell Legal. It will require the application of careful judgement to situations which are often complex, nuanced, controversial, sensitive and high-profile for Shell. In a world where companies are coming under ever greater public and regulator scrutiny, you will need to be closely attuned to Shell’s appetite for risk and should be able to integrate and balance different (and sometimes competing) considerations in order to provide pragmatic and compliant solutions.

More specifically, the role will include:

Providing legal advice on a wide range of safety, environmental and regulatory compliance and permitting matters covering both offshore and onshore safety and environmental regimes and UK-wide as well as devolved legislation. Requests for support may come from a broad spectrum of clients, at all levels, including from senior management, operational, technical and project staff, professional HSE advisors or other Shell Legal staff.

Supporting the businesses/HSE function in dealings with the Health and Safety Executive, the Offshore Petroleum Regulator for the Environment and Decommissioning, the Environment Agency, the Scottish Environment Protection Agency and other regulators in relation to responding to regulator investigations, correspondence, complaints and inspections as well as actual and threatened enforcement action.

Advising Shell in connection with regulator incident investigations, including response strategy, communication with the regulator and the sharing of information, responding to regulator documentation requests, and regulator interview requests.

Advising in connection with Shell internal investigations into safety and environmental incidents, including strategy and approach, reviewing the investigation Terms of Reference, supporting the Shell investigation team as required, reviewing draft incident investigation reports and other investigation output materials, any materials for the Shell Incident Review Panel and any learning materials and/or alerts issued as a result of the investigation as well as any materials to be shared with the regulator and/or wider industry bodies.

Acting as the Shell Emergency Response Legal Support Co-ordinator for the UK. Providing legal support in emergency response situations to real-life events and planned exercises.

Advising Shell on responding to consultations from regulators on requests they have received for the release of relevant Shell information they hold under the Freedom of Information/Environmental Information regimes.

Reviewing media releases and other public communication materials and disclosures prepared by Shell’s Corporate Relations team or business colleagues for release into the public domain.

Providing legal input, where required, on a range of ancillary matters including advising on the interpretation of safety and environmental legislation, the drafting and/or interpretation of safety and environmental clauses in various types of contract and a range of ad hoc issues and topics.

Advising Shell’s Product Stewardship Team on UK-REACH and other UK chemicals regulation.

Help identify emerging issues, develop advocacy and network internally and externally, and assist in monitoring, improving and tracking compliance. Signal new regulation or trends in enforcement early and assist the organisation in preparing for the future.

Whilst the role has a UK focus, you will be expected to provide support on global/Shell Group safety and environmental matters and initiatives and also to work with, support and cover for, other lawyers in Shell’s global Safety Environment & Asset Management Legal Team.

What we need from you

You must be:

Solicitor or Barrister, licensed to practice in the UK.

Fluent and proficient in English speaking and writing skills

This is a specialist (SME) role, therefore relevant experience specifically in UK safety and environmental legal issues, regulatory interpretation and enforcement is a must.
