Duties: Advises, advocates for, and counsels the procurement function at each phase of a procurement activity from pre-solicitation through award, administration, termination, and contract close-out. Contract administration, including drafting and reviewing contracts and other legally, binding documents. Reviews various documents required for the operation and administration of a political subdivision of the state of Ohio, identifying any legal deficiencies in documents and advising on courses of action. Provides legal advice and assistance on real property transactions, including acquisition, sale, management, and real estate claims. Provides legal assistance in public construction, project development, collaborations with other public entities, transit-oriented development, and engineering services. Promotes compliance with federal, state, and local laws, rules, and regulations for all Authority transactions. Drafts and reviews Board resolutions and supporting documentation. Conducts legal research and renders legal opinions on public sector legal issues, including but not limited to, contracting, real property, ethics, and statutory compliance. Counsels, advocates for, and assists various departments within the Authority regarding contracting and real estate matters. Participates in contract and real estate litigation.
