Position Summary and Responsibilities
Plans, develops, manages and controls the activities of the Procurement organization, including purchasing, material pricing, and supply chain analysis.
Controls and directs the planning, initiating, and executing of programs concerning procurement of materials, supplies, and equipment for the company.
Establishes and controls company policies and procedures concerning the procurement of materials, supplies and equipment.
Manages directly, or through subordinate management, the performance of the following:
Assuring that suppliers deliver purchases in the quantity and at the price, quality and time required.
Being cognizant of current laws, rules, and regulations affecting the procurement and delivery of required materials. Ensuring company compliance with regulatory requirements.
Administering the securing of priorities and allotments from appropriate federal agencies during periods of governmental control of material.
Directing the administrative activities involved in purchasing, including the distribution of bids or inquiries, and the receipt of quotations and negotiations.
Furnishing management personnel with timely information concerning performance metrics, as well as market conditions and trends that may affect the company operation.
Assuring that the inventory includes sufficient material to maintain company property and equipment with a minimum investment. Purchases additional inventories in anticipation of price increases and shortages of materials.
Actively participating in trade or professional associations when such participation is beneficial to the company.
Oversees the career path and general well-being and morale of the Procurement staff and builds effective working relationships with other departments â€“ seeking to build and maintain a thriving workplace culture.
Coordinates and facilitates communications with internal and external audit agencies â€“ meeting their requests for review of data and leading the audit for the Procurement function.
Seeks continuous improvement of processes and systems and suggests or leads programs that utilize industry best practices, eliminate waste, create efficiencies, reduce costs, and result in long-term benefits for the company.
Education and Experience:
Requires a BS degree in a recognized field of engineering or business, or the equivalent, with approximately sixteen years of broad material and procurement experience, five years of which must have been at the supervisory level. Advanced degrees in engineering, sciences, or business management are desirable, but not mandatory.
Knowledge of Costpoint, Epicor, engineering, program management, proposal development, and manufacturing operations is a plus.
