This position reports directly to the Agency's Chief Data Officer (CDO) who is responsible for: leading the development of SEC's data management strategy and priorities; enabling data analytics to support enforcement, examinations, and policymaking; and ensuring that the agency collects only the data it needs to fulfill its mission and can effectively secure.,educationRequirements:,employmentType:FULL_TIME,hiringOrganization:Securities and Exchange Commission,jobLocation:[{@type:Place,address:{@type:PostalAddress,addressLocality:Washington,addressRegion:DC }}],responsibilities:This position is part of a new and growing office. If selected, you will assist with building the office from the ground up and serve as the SEC's primary Enterprise Data Architect and premier subject matter expert. Other duties include:

\tDevelop, plan, communicate, implement, and manage an enterprise data architecture program within the SEC, including data policies, processes, standards, and roles, so that staff can fully leverage data in a secure, efficient, and impactful way.
\tProvide expert technical advice to the CDO, Division/Office Directors, Deputy Directors, Managing Executives, and other executives and managers on data related matters ranging across best practices in data architecture and data management, and especially those related to cloud-based architectures and to compliance with the Foundations for Evidence-Based Policymaking Act and associated statutory requirements.
\tApply deep knowledge of and extensive experience with data architecture and data management to optimally design and provide on-going support for the SEC's cloud-based data environment, including all stages of the data lifecycle, from data acquisition, modelling, provisioning, and management; to information delivery via interactive visualizations and publications; and finally data retention, archival, and/or deletion.
\tWork closely with the CDO and other senior leaders to ensure that the agency's needs for data are clearly identified and addressed, including ensuring that the agency collects only the data it needs to fulfill its mission and can effectively secure.
\tServe as a lead in educating the Commission on the optimal architecture of the SEC's data environment across all functions in support of the agency's tripartite mission.
\tCommunicate information about the SEC's data architecture effectively, verbally and in writing for both technical and non-technical audiences, presenting formal and informal briefing materials to SEC staff as well as others outside the SEC.

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENT: Applicant must possess IT related experience demonstrating each of the four competencies: reviewing work to ensure it is in line with established standards or to identify deficiencies (Attention to Detail); collaborating with customers to identify their information technology needs or to resolve their hardware and software problems (Customer Service); explaining technical information orally to non-technical audiences (Oral Communication); and evaluating alternatives to recommend solutions to hardware or software problems (Problem Solving).

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level: managing/leading the development of information and data technology programs (e.g., planning and developing requirements, implementing assessment/testing plans, delivering solutions, and incorporating customer feedback to support enhancements); and providing technical guidance and support in the following fields: data architecture, data modeling, data provisioning, data management, data archival, program management, and communication of technical information in a manner consumable by both technical and non-technical audiences.
