ENSCO is seeking a Track Operations Manager with significant railway experience to manage track maintenance, repair. and inspection of rail track in support of research, testing and training services. These services would be provided in the areas of track, rolling stock, signals and communications, and human factors to support initiatives conducted for the benefit of freight rail, passenger rail and transit initiatives.Essential Duties and Responsibilities include but are not limited to the following:* Manage teams of track maintenance specialists. Management activities could include but not be limited to supervision and quality control of track work, delegation of assignments, and scheduling of activities involving the modification and setup test tracks in support of testing projects and programs in areas of performance, reliability and safety.* Provide insight and suggestions for installation, modification and maintenance of rail track for the unique purposes for testing programs.* Lead track maintenance and construction planning including but not limited to prioritization of maintenance activities, short- and long-term forecasting of maintenance needs, budgeting for maintenance activities and management of budgets and schedules for track-based activities.* Detailed knowledge of the following activities to support supervision and occasional execution of the following efforts:o Removal, welding and grinding of rail.o Operation of track maintenance machinery such as but not limited to: tamper, regulator and speed swing.o Installation, maintenance, repair, and inspection of railroad track on various classes of test track using hand & track tools, materials and equipment.o Operation of spike puller to pull old spikes from ties.o Drilling of holes through rails, tie plates, and joint bars for insertion of bolts and spike, using power drill.o Operation of track-wrench machine to tighten or loosen bolts at joint bars.o Operation of rail saw to cut rails to specified lengths.o Operation of portable grinder to grind worn ends of rails.o Raising of rail, using hydraulic jack, to facilitate removal of old tie and installation of new tie.* Accountable for compliance of all operating rules, policies and guidelines.* Attend rules and safety classes and ensure all rules are followed as directed by the Company, FRA, and other governing agencies.* Work in supporting testing and training for other modes of surface transportation as required.* Instruct site personnel and site visitors on the subject of track maintenance as required.* Any other duties as assigned by the Company.* Testing programs run day and night, so shift flexibility is a must.Shifts may include morning, afternoon, evening, and overnight. Overtime, weekend, and holiday hours may also be required.GED or higher, 7 years experience maintaining rail trackExperience performing maintenance and repairs of rail track in support of testing operations.Ability to react well under pressure in high-stressed situations; accept responsibility for own actions. Observe all safety and security procedures; determine appropriate action beyond guidelines; report potentially unsafe conditions; use equipment and materials properly. Strong attention to detail and ability to maintain focus for the entirety of the shift.Ability to build professional and courteous relationships with your colleagues and supervisorsAbility to train technical staff Must be able to work independently and as part of a diverse interdisciplinary teamMust be able to safely climb a 15 foot high ladder Railroad regulations require that the selected candidate must pass an e-RAILSAFE security background check and online safety tests to work on railroad properties.Wearing safety equipment (hardhat, steel-toe boots, protective vest and protective eye glasses) when working on railroad properties is also a requirement.ENSCO will provide all necessary safety equipment.This safety sensitive position will be subject to drug and alcohol screening.10 years' experience performing track maintenance in accordance with FRA track standards.Experience performing maintenance and repairs of track in support of testing operations.Knowledge and experience in selecting appropriate materials and repair methods in accordance with FRA track standards.ENSCO’s Applied Technology and Engineering (ATE) Division is a leading provider of surface transportation research and technology development services with a long history of supporting railway, transit, and highway safety initiatives.
