Contract Administration Manager I
Duties: Oversees and prepares contract documents from scope to statement of work, RFPs, RFOs, Task Orders, and Change Orders. Works with agency procurement staff to plan response scoring guides; training evaluators, and monitor evaluators adherence to procurement and confidentiality requirements. Works with agency procurement staff to prepare for vendor conferences and develop response scoring and cost evaluation work sheets. Works closely with customer and other IT project staff to provide advice on guidance for completion of business case and use case documentation for clear and concise inclusion in appropriate RFP-related documents; may facilitate business case development sessions with IT customers. Updates are agency-specific data bases required for contract information. Oversees the processing of contract documents to ensure compliance with state procurement and agency policy requirements. Serves as principal contract liaison between IT management, agency leadership, and vendors to ensure consistency in managing each IT contract. Oversees all contract and vendor performance reporting activities for IT contracts; ensures data reported to agency procurement oversight teams includes appropriate documentation. Oversees activities to resolve contract risks, disputes, and ensures appropriate change management tasks are managed for the health of the overall contract. Drafts vendor performance and management documents as necessary. Completes appropriate reports and documentation related to contracts planning and tracking; and prepares and provides statutorily required reports. Oversees data analysis of facts and data related to decisions about contract risks, statuses, and costs. Works with IT Budget staff to ensure all budget planning and cost allocations are managed as required by policy and procedure. Provides contract deliverable and change management updates to the IT staff completing LBB reports required for major information resources projects. Serves as division subject-matter-expert for executed contract content and requirements. May coordinate the development and training of other contract management staff regarding contract management roles and responsibilities. Oversees and mentors other IT contract managers in all areas of contract administration and contract management. Maintains continuing education requirements for the Texas Contract Management Certification Performs related work as assigned which may include additional presentations, reports, performance metrics, and contract negotiation as necessary. Attends work on a regular and predictable schedule in accordance with agency leave policy.
